Morocco tackles painful role in Spain's past

Slimane Betmaki smiles at the memory of the terror he inflicted on Spanish villagers on behalf of former dictator Francisco Franco.

He and many of his comrades recruited to Franco's cause still cling to a belief in the rightness of the fight against suspected sympathisers of Spanish communist "Rojos" (Reds), whom Moroccan conscripts saw as the enemies of religion.

Now 98, he recalls children, women and the elderly fleeing at the sound of the Islamic prayers he and his fellow soldiers chanted while attacking and destroying their settlements.

"We spared nothing and no one. We uprooted everything and killed everyone we encountered," Betmaki said with pride.

"We chanted an Islamic prayer to praise the Prophet Mohammed before launching raids. Horrified Spaniards attempted to flee as soon as they heard the words of our prayer."

Hundreds of thousands of Spaniards were killed in the 1936-39 conflict that Franco began after raising a rebel army in Spanish Morocco, and which saw the forces of the elected Republican government in Madrid defeated.

The war was a precursor to the ideological battles that dominated the 20th century and left deep wounds in Spanish society that are visible today.

Those wounds have been reopened, say conservatives, by Socialist Prime Minister Jose Luis Rodriguez Zapatero, who has championed a new law forcing Spain to examine its murky past for the first time since Franco died 33 years ago.

Councils are removing symbols of the dictatorship and up to half a million descendants of Franco's opponents forced to flee Spain are expected to apply for citizenship.

Local governments are having to help activists exhume some of the thousands of civil war mass graves still lying unmarked across the country.

Among them, forgotten by European history, are tens of thousands of Moroccan fighters, their burials unrecorded and their fate unacknowledged.

About 136,000 fought for the Generalissimo's "Army of Africa," the feared vanguard of a force that, ironically, Franco portrayed as a Christian crusade against godless communists.

The Civil War ended with the victory of Franco's rebels, armed and heavily backed by fascist Italy and Germany, over the Republican government which received some support from the Soviet Union and Mexico.

SOURCES OF TENSION

The Moroccans' role has further complicated uneasy ties with Spain, lying just across the Strait of Gibraltar.

Moorish sultans ruled in Spain for almost 800 years until Granada's fall in 1492, an occupation that engendered a fear and suspicion of the "moro" that more than 600,000 Moroccans now living in Spain have to contend with.

Diplomatically, Spain's possession of the north African enclaves of Ceuta and Melilla continues to rile Rabat, and there are other sources of tension between Morocco and its much wealthier former colonial master.

Twelve of the 21 men convicted of carrying out the al Qaeda-inspired train bombings, which killed 191 people in Madrid in 2004, were Moroccans. This deepened suspicions about Islam in sectors of the Spanish political right.

But Moroccan intellectuals and rights activists say the time has come to address the past to help expand cooperation with Spain, which ruled Morocco's mountainous northern Rif region until 1956.

Some former "moro" fighters say poverty drove them to war.

"I was orphaned at 15. I lost both my father and mother because of grinding poverty and social misery. We suffered hunger and joblessness in the Rif," Ahmed al Fisouni, 87, said referring to the northern region where many were recruited.

"I was among the lucky men to be accepted into Spain's army. Spain gave us meat, fish, bread and fruits as good food on top of 50 Moroccan dirhams (4.07 pounds) as a family aid alongside a monthly salary of 250 dirhams," he added.

Asked whether he and other fellow soldiers were to be blamed for their killing of civilians suspected by Franco's forces of sympathy with their opponents, Fisouni replied:

"We were like any other army soldiers across the world. We followed orders from our top commanders.

"For us, being in the army then was a chance to save ourselves and our relatives from starvation and misery."

Moroccan rights activists in November set up the non-governmental Centre for Common Memory and the Future to try to reach out to Spanish civic groups to change attitudes to the past and focus on cooperation.

"There is no doubt that Morocco had a role in Spain's history and in a gloomy sense Morocco had links to Spain's tragedy," Laura Lorca, a niece of Spanish poet Federico Garcia Lorca, told the Moroccan newspaper Al Massae. Lorca was killed by Franco sympathisers and buried in a mass grave.

Mohamed Larbi Messari, a former ambassador to Spain, said: "Memories of this war are still alive. These emotional things are difficult to erase. So the participation of Moroccans in the war is a negative factor in ties between the two countries."

Morocco ships new humanitarian aid destined for Gaza

(MAP) - Morocco shipped, Wednesday, new humanitarian aid to El Arich airport (Egypt) onboard two aircrafts destined for Gaza.

The aid is composed of 34 tons of medicines, contributed by citizens, including an important contribution by the health ministry.

The aid is part of a wide-ranging solidarity campaign with the Palestinian people, launched since last Thursday under instructions of king Mohammed VI.
An air bridge has been set up between Morocco and Egypt to send aid.

The sovereign has also ordered the opening of a special "Palestine relief account" at Morocco's Central Bank "Bank Al-Maghreb" to enable citizens to make donations to assist the Palestinian people.

The King had issued instructions to receive 200 injured Palestinians for treatment in Morocco.

(MAP) - Fighting illegal immigration should not undermine free movement of people, Deputy Minister in charge of Moroccan expatriates, Mohamed Ameur.

"The current fight against illegal immigration should not hinder the normal free movement of people, which has always enriched human, economic, and cultural exchanges in the history of the Mediterranean," Ameur underlined at an international Forum on Migration and Globalisation, which kicked off Tuesday in the city of Fez.

While dealing with the issue of immigration, there is a need to adopt a more "humanist policy" which favors cooperation among host countries and those of origins, and which doesn't condone racism and hatred instead of the strictly security policy, the minister said.

Morocco places the issue of immigration high on its agenda, and has devised a comprehensive strategy on the matter based on common management and institutional cooperation to assist Moroccan expatriates in facing the challenges posed by today’s world.

Morocco’s outreach concerns the younger generations as well, Ameur said, to help them keep a connection with their country by creating cultural centers, addressing the issue of religion, and strengthening immigrants’ social fabric.

“Morocco aims to foster common responsibility among the countries concerned. “This could be done only by achieving sustainable development, encouraging legal immigration, and respecting immigrants’ rights and dignity,” Ameur added.

The forum, held by the Fondation Esprit de Fès and the Sud-Nord center for intercultural dialogue and studies on migration, debates issues relating to co-development, youth and social reform, brain drain, and migration, gender and human rights.

Another meeting themed “the rights of migrants in international laws and domestic legislation” was held in Rabat by the Ministry of Expatriates’ Affairs in partnership with the Advisory Council of Human Rights (CCDH) and the Council of the Moroccan Community Abroad (CCME) to examine the compliance of national legislations with international conventions.

King inaugurates 1st phase of university hospital center in Fez

(MAP) - King Mohammed VI inaugurated, Wednesday, the first phase of the Hassan II university hospital center in Fez, worth $130 mn.

Built on 120,000 sqm, the center has an accommodation capacity of 880 beds. It is composed of a specialty hospital, a mother-child hospital, an operating bloc, a diagnosis room, an out-patient consultation pavilion and a central laboratory as well as oncology and nuclear medicine centers.

It also includes departments of surgical and medical specialties and intensive care.

The new facility, to benefit 6 million people from the neighboring regions, will contribute to promoting medical services and scientific research in this area.

The center’s budget for this year, worth $36 mln, will enable to carry out a number of actions aimed at improving hospitalization conditions and medical services.

The sovereign was also informed about medical care in the Fez-Boulemane region, which has a 1.636.557-strong population. The region has 8 public hospitals, 17 private hospitals and 600 healthcare institutions.

برلمانيون مغاربة يتبرعون بدمهم لغزة

نظم مجلسا النواب والمستشارين، أمس الثلاثاء بمقر البرلمان، حملة للتبرع بالدم لفائدة الفلسطينيين ضحايا العدوان الإسرائيلي على غزة.

وذكرت القناة التلفزية الأولى ضمن نشرتها المسائية أن "برلمانيين ومستشارين وأطرا إدارية يتبرعون بالدم لفائدة الفلسطينيين بقطاع غزة"، مشيرة إلى أن "قطرة دم بإمكانها إنقاذ حياة طفل أو شيخ أو امرأة من بطش آلية القتل الإسرائيلي
وقال إدريس السنتيسي (نائب برلماني)، في تصريح للقناة، إن "التبرع بالدم هو أضعف الإيمان بالنسبة للمساعدة" مضيفا أنه "باعتبارنا برلمانيين وممثلي الأمة المغربية وفي إطار التضامن مع الشعب الفلسطيني، يعد التبرع بالدم جزءا من المساهمة".

وأكد علي سالم شكاف (مستشار برلماني)، في تصريح مماثل، أن "التبرع بالدم يعد أدنى وأبسط طريقة للتضامن مع الشعب الفلسطيني الذي يعاني الكثير".

وفي سياق متصل تواصلت العمليات الحربية الإسرائيلية العنيفة ضد الشعب الفلسطيني في قطاع غزة لليوم التاسع عشر على التوالي، مستخدمة جميع ترسانة القتل والإبادة، الأمر الذي أسفر حتى الآن عن استشهاد قرابة ألف فلسطيني وجرح خمسة آلاف آخرين.

وأكد الدكتور معاوية حسنين مدير عام الإسعاف والطوارئ في وزارة الصحة الفلسطينية لـ "المركز الفلسطيني للإعلام" صباح الأربعاء أن عدد الشهداء ارتفع حتى الآن إلى 980 شهيداً، بينهم 315 طفلاً و95 سيدة، والباقين غالبيتهم العظمى من المدنيين، وذلك في ظل تركيز الطيران الحربي الإسرائيلي والمدفعية على قصف منازل المواطنين والمناطق السكنية المكتظة، لافتاً الانتباه إلى وجود عدد كبير من الشهداء لم تتمكن الطواقم الطبية من انتشالها كونها تحت أنقاض المنازل التي قصفت والتي تتواجد على أطراف قطاع غزة.

وأفادت مصادر طبية فلسطينية أن عدد الشهداء الذين ارتقوا أمس الثلاثاء وصل إلى أكثر من 50 شهيدا، إضافة إلى عشرات الجرحى.

22 أسرة مهـددة بالتشرد بعد حكم قضائي

تشتكي 22 أسرة من ساكنة دوار سيدي يحيى الجنانات قرب دوار كنون بمراكش من محاولة تشريدهم ورميهم إلى الشارع، وذلك بعد صدور حكم قضائي يقول بطردهم من عقار فلاحي اكتراه أحدهم إلى غاية سنة .2035 وتوجه هؤلاء إلى بعض الهيئات الحقوقية لأجل مساندتهم في محنتهم والدفاع عن قضيتهم العادلة.

وأشار محمد درقاوي المواطن المحكوم عليه بالطرد لجريدة ''التجديد'' أنه قام باستصلاح الأرض وغرسها بأشجار الزيتون ومنتجات فلاحية، كما قام بحفر بئر قديم من أجل سقي أرضه، وإذا به يفاجأ بعد سنوات قليلة بدعوى قضائية رفعها أصحاب الأرض بحجة أنهم لم يكونوا على علم بعقدة الكراء التي أبرمها أحد إخوتهم معه، فحكمت المحكمة الابتدائية عليه بالطرد من الأرض، فيما أيدت محكمة الاستئناف الحكم الابتدائي، ليجد نفسه مرغما على رفع الدعوى إلى محكمة النقض.

ويعتبر درقاوي أن المحكمة لم تنصفه لأنه يتوفر على عقدة الكراء مستوفية لجميع الشروط القانونية، كما أن الأرض هي ملك مشترك بين الأحباس الكبرى لمراكش والمدعين المحبس عليهم في إطار أحباس الزاوية القادرية، وأن هذا العقار هو ملك مناصفة بينهم وبين الأحباس على المشاع، أي أن نصف العقار الذي يخصهم غير ظاهر. وأكد درقاوي أن المدعين يريدون الاستحواذ على نصف الأرض الذي يقيم عليها السكان وذلك من أجل طرد 22 أسرة من مساكنها دون رحمة، حيث يؤكد أن كل السكان هم من الطبقة الفقيرة جدا ولا يملكون قوت يومهم، وأنهم يسكنون في مساكن لا تتوفر على أبسط شروط العيش الكريم، ومع ذلك يريدون طردهم من الأرض التي عاش فيها أجدادهم.

كما يؤكد درقاوي ومعه كافة السكان بالأرض أنه لا يرفض الخروج من العقار المذكور بل يطالب بتعويضات مرضية عن الجهد والأموال التي صرفها على استصلاح الأرض وزرعها وحفر البئر الخاص بالسقي. كما يطالب باقي السكان بتعويضهم ببقع أرضية على غرار جيرانهم في دوار كنون.

ربـع المصابين المغاربة بالسيدا بجهة سوس

أشارت الإحصائيات الرسمية الصادرة أخيرا أن أزيد من 400 شخص مصاب بفيروس فقدان المناعة''السيدا'' بجهة سوس ماسة درعة، أي ما يمثل نسبة 23,44 % من مجموع المصابين في المغرب. وأفادت هذه الإحصائيات الصادرة عن جمعيات عاملة في الموضوع أن 89 في المائة من المصابين بالجهة، يقطنون بمدن أكادير وإنزكان وتارودانت، و35 في المائة بباقي المناطق، و80 في المائة تتراوح أعمارهم ما بين 15 و44 سنة، و99,7 % مغاربة، و74 في المائة منهم حضريون. وأوضحت هذه الإحصائيات أن العلاقة الجنسية بين الرجل والمرأة تشكل الطريقة الأكثر انتشارا للعدوى، حيث تشكل نسبة إصابة هؤلاء 76 % من المصابين، فيما تشكل نسبة العدوى نتيجة اللواط والمخدرات 4%، ونقل المرض من الأم المرضعة إلى أبنائها نسبة 3%. أما على مستوى الفئات العمرية، فتمثل فئة الشباب أكبر نسبة من المصابين، حيث بلغت 68 % مابين 30 و39 سنة، و42% من الحالات 15 و29 سنة.

فيما يخص لأطفال الأقل من 15 سنة، فقد بلغت نسبتهم3 %. ويحتما أن يكون 600 طفل مصابا بفيروس السيدا، على قاعدة إمكانية إصابة 245 طفل يمكن أن يصاب سنويا. وسجلت الإحصائيات أن نسبة إصابة النساء في تزايد مستمر، حيث انتقلت نسبة إصابتهم من 24 % ما بين سنوات سنة 86/92 إلى 47 % ما ين سنوات 2003/,2007 تمثل المتزوجات 30 % منهن والعازبات 18 % والأرامل 14 % يذكر أن النسب المذكورة تم التعرف عليها من خلال الفحوصات الطبية التي أجرتها المنظمات غير الحكومية بشكل مجاني وتطوعي، وكذا التي تم اكتشافها من خلال التحليلات الطبية والكشوفات التي أجريت للمرضى لدى المستشفيات العمومية والعيادات، وهذه الأرقام تمثل عدد الحالات المعلن عنها فقط، في حين أن عدد الأشخاص الحاملين للفيروس غير معروف لحد الآن، لكون مراكز التشخيص والعلاج لا تغطي جميع جهات ومناطق المغرب.ولعل أهم ما ميز إحصائيات هذه السنة الارتفاع الصاروخي لنسبة النساء من بين الحالات المسجلة حيث انتقلت من 16 % في بداية التسعينات إلى حوالي 40 % هذه السنة، أما من حيث العمر، فقد تم تسجيل نسبة 52 % من الحالات في الفئة العمرية بين 30 و44 سنة و27 % في صفوف الفئة العمرية بين 15 و29 سنة، أما الذين تتراوح أعمارهم بين 45 و59 سنة فلا يتجاوزون 17 %. وأفاد مهتمون أن السياحة الجنسية عامل أساسي لانتشار السيدا حتى في أوساط الأطفال بأكادير، خصوصا وأن أكادير أضحت تنعت بوكر من أوكار السياحة الجنسية، ومن الفئات الأكثر عرضة للإصابة بهذه المدينة ونواحيها، المومسات والشواذ جنسيا والعاملات الموسميات في معامل تصبير السمك وقطاع الصناعات الغذائية والفلاحة.

الجدير بالذكر أن جهتي مراكش تانسيفت الحوز والدار البيضاء الكبرى تأتيان بعد جهة سوس بنسبة 15%، ثم جهة الرباط سلا زمور زعير بحوالي 9 بالمائة. وذلك بعد أن أعلنت وزارة الصحة تسجيلها لــ 137 حالة جديدة منذ مطلع عام .2007

استئنافية الدار البيضاء تنطق حكمها في ملف روزامور

تنظر يوم الثلاثاء 12 يناير 2009 الغرفة الجنحية الاستئنافية بالمحكمة الابتدائية بالدارالبيضاء، القطب الجنحي، في قضية محرقة شركة الأثاث ''روزامور'' بليساسفة، التي راح ضحيتها 55 عاملا وعاملة، في 26 أبريل من السنة الماضية. وكانت جلسة الثلاثاء الماضي قد خصصت لإنهاء مناقشة القضية والاستماع إلى مرافعات الدفاع وممثل النيابة العامة، لتحجز القضية للمداولة من أجل النطق بالحكم.

وعرف الملف تأجيلات متوالية منذ انطلاق النظر فيه أمام الغرفة في شتنبر الماضي لإعداد الدفاع، إذ سبق أن أجلت مرتين لتنصيب محامين جدد في القضية للدفاع عن عائلات الضحايا، التمسوا من هيئة الحكم منحهم فرصة للاطلاع على الملف وإعداد الدفاع، كما أجل الملف ثلاثة أشهر بعد تأخير هيئة الحكم البت في ملتمسات هيئة الدفاع، التي طالبت مرارا باستدعاء الشهود، الذين جرى الاستماع إليهم، خلال المرحلة الابتدائية، ومثلوا أمام المحكمة شخصيا أو ممثلين بدفاعهم.

ويتابع في القضية ثلاثة متهمين، رب العمل عبد العالي مفارح، وابنه المسؤول عن إدارة الشركة عادل مفارح، من أجل تهمة ''عدم توفير متطلبات وتجهيزات السلامة اللازمة للحفاظ على صحة الأجراء والقتل الخطأ والجرح الخطأ والإصابة غير العمدية وعدم تقديم المساعدة لأشخاص في خطر''، في حين يتابع المتهم الثالث العامل هشام مكافح بتهمة ''التسبب عن غير عمد في حرق أملاك عقارية ومنقولة نتج عنه موت أكثر من شخص وإصابة آخرين بجروح''.

وكانت الغرفة الجنحية الابتدائية بالمحكمة نفسها، أدانت في يونيو الماضي، بأربع سنوات حبسا نافذا، وأداء غرامة قدرها ألف درهم في حق صاحب الشركة، في حين حكمت على ابنه المسؤول عن إدارة الشركة، بسنتين حبسا وأداء الغرامة نفسها، كما قضت الغرفة في حق العامل، المتابع في القضية نفسها، بأربع سنوات حبسا نافذا مع أداء غرامة قدرها ألف درهم، فيما برأت صاحب الشركة من تهمة ''عدم تقديم المساعدة لأشخاص في خطر''. وكان كل من رب العمل وابنه متابعين من قبل النيابة العامة بالمحكمة نفسها، من أجل ''عدم توفير متطلبات وتجهيزات السلامة اللازمة للحفاظ على صحة الأجراء والقتل الخطأ والجرح الخطأ والإصابة غير العمدية وعدم تقديم المساعدة لأشخاص في خطر''.

ملف دعارة بمراكش..4 خليجيين إلى لندن و5 مغربيات في السجن

ساوت الغرفة الجنحية بالمحكمة الابتدائية بمراكش بين أربعة خليجيين وخمسة فتيات مغربيات بينهن قاصر يوم الخميس الماضي بإدانة كل واحد منهم بشهر واحد حبسا نافذا وغرامة 5000 درهم، وهو ما اعتبر أحكاما مخففة في حق الأجانب الذين ''يوقعون بضحاياهم ويفتضح أمرهم بين الحين والآخر'' حسب تعبير جمعيات حقوقية. وعلمت ''التجديد'' أن الخليجيين، (م- ش) و(ب- م) و(ص- ق) و(ع- ق)، غادروا البلاد في اتجاه لندن، بعدما أسقطت مذكرة صدرت في حقهم قبل عرضهم على المحكمة تنص على سحب جوازات سفرهم وإغلاق الحدود في وجههم ، هذا في الوقت الذي تقبع الفتيات الخمسة بالسجن المحلي بمراكش. يذكر أن الخليججين الأربعة لم يحضروا محاكمة الخميس بعد إطلاق سراحهم بكفالة مالية حددت في 10 آلاف درهم.

Le Barça décide d’intercéder en faveur de Yassine Belassal

Le président du FC Barcelone, Joan Laporta, a annoncé que le club catalan va intercéder auprès des autorités marocaines compétentes et demander la grâce royale pour le jeune Marocain Yassine Belassal.

L’annonce a été faite au terme du match ayant opposé le Barça au club d’Almeria et qui s’est terminé par une victoire écrasante des Catalans (5-0).
Joan Laporta profite ainsi d’un moment de liesse générale chez les supporters de son club pour annoncer son intention de faire un geste au profit du jeune Marocain qui purge, aujourd’hui, une peine de 18 mois pour avoir écrit sur le tableau de sa classe «Dieu, la Patrie, le Barça». Cela s’est passé dans un lycée à Aït Ourir, une localité située à une quarantaine de kilomètres de Marrakech. Le jeune garçon avait cru bon de manifester – à sa manière – son amour pour son club préféré. Arrêté par la gendarmerie suite à une plainte de la direction du lycée, il sera condamné par le tribunal de première instance de Marrakech à un an et demi de prison ferme à la prison de Boulemharez.
Son affaire est aussitôt projetée dans une dimension internationale. La presse espagnole en fait tout un événement.
«Condamné à une peine de prison pour son amour au Barça», lit-on dans les principaux quotidiens d’Espagne. Le journal Marca, l’un des plus grands quotidiens sportifs lui consacre un article annoncé à la Une. Dans une dépêche envoyée depuis son bureau de Rabat, l’agence EFE fait état du choc de la famille du jeune suite à la condamnation. «Nous nous sentons très mal et notre fils est dans un état critique. Nous lançons un appel à SM le Roi pour qu’il mette fin à notre cauchemar», a déclaré le père du lycéen à EFE avant d’ajouter : «il est incarcéré avec plusieurs autres détenus et il ne comprend pas ce qui se passe». Pour M. Belassal, son fils n’a jamais eu l’intention de porter atteinte aux principes sacrés du Royaume. Yassine, en plus d’être un jeune lycéen très studieux, est aussi un grand sportif. En plus de sa passion pour le football en général et pour le FC Barcelone en particulier, c’est un karatéka très prometteur puisqu’il a décroché plusieurs titres nationaux. Son père, un professeur d’éducation physique, le rappelle fièrement. Et c’est avec cette même fierté qu’il insiste dans ses déclarations à EFE sur son amour pour SM le Roi. «Je ne douterais pas à donner ma vie pour mon Roi», a-t-il déclaré.
Aujourd’hui, la famille, les professeurs et les voisins de Yassine espèrent que cette affaire connaîtra, bientôt, un dénouement heureux. À Barcelone aussi, puisque des milliers de supporters se sentent concernés par l’affaire de ce jeune homme qui se trouve à plusieurs centaines de kilomètres de chez eux et qui, comme eux tous, aime le Barça à la folie.

Incendie dans un dépôt d'une usine à Fès : 3 morts et 6 blessés : Le commandant préfectoral de la protection civile y laisse sa vie

Le corps du commandant préfectoral de la protection civile de Fès a été dégagé dimanche matin après plus de 6 heures de recherches sous les décombres d'un dépôt d'une usine de fabrication de céramique à Fès, qui a été totalement ravagé par un incendie.
La découverte du corps du capitaine Hassan Ghaoui porte à trois le nombre des personnes tuées dans cet incendie. On déplore aussi un porté disparu et 6 blessés dont 4 éléments de la protection civile parmi lesquels figure le commandant régional de la protection civile.
Selon une source médicale, le commandant régional de la protection civile, blessé lors des opérations de secours, a été amputé d'une jambe.
L'incendie dans le "complexe céramique du Maroc" qui s'est déclaré vers 21h30 avait provoqué une déflagration d'une citerne de gaz propane à la suite de laquelle la dalle (250 m x 140 m) s'est effondrée. Le feu a été maîtrisé par les éléments de la protection civile, épaulés par leurs collègues de Rabat et de Fès.
Sept personnes ont été dégagées, dont le commandant régional de la protection civile et deux ouvriers, qui ont été tous évacués sur les urgences du CHU de Fès.
Les secours sont toujours en cours pour dégager un ouvrier enseveli sous les décombres.
Aussitôt informés, le wali de la région Fès-Boulemane, Mohamed Rharrabi et le Général de brigade Abdelkrim Yaâcoubi, Inspecteur général de la protection civile, ainsi que les autorités locales se sont rendus sur le lieu du sinistre pour superviser les opérations de secours.
Une enquête judiciaire a été ouverte sous la diligence du parquet compétent pour déterminer les causes du sinistre.

4e édition du festival international de la danse contemporaine : La chorégraphie en fête

Marrakech abritera, du 24 au 31 janvier, la 4e édition du festival international de la danse contemporaine. La chorégraphie sera à l’honneur dans cette manifestation à laquelle sont invités des artistes marocains et étrangers venus de différents continents pour contribuer au succès de cette édition et offrir au public un mosaïque artistique très hauts en couleurs.
Durant huit jours, la ville ocre sera le théâtre d’un bouillonnement artistique inédit. Un cocktail chorégraphique conjuguant danse contemporaine d’ici et d’ailleurs et donnant lieu à un métissage artistique multicolore sera au rendez-vous.
Fidèle à sa première vocation, le festival continue à œuvrer pour promouvoir la danse contemporaine, de mettre en exergue l’art chorégraphique du terroir et tisser un espace universel de rencontre entre artistes émanant de divers horizons. Fort du succès remporté dans les éditions précédentes, ce festival marque la continuité et la pérennité du concept tout en apportant des nouveautés à travers sa programmation et ses invités.
Initié par la compagnie Amania, le festival de la danse contemporaine propose une palette succulente conçue uniquement pour satisfaire les férus de la danse. Il réunira des artistes d’origines diverses. Outre le Maroc, le Japon, l’Espagne, les Etats-Unis, le Burkina Faso, la France, l’Iran et la Norvège y prendront part.
Mélangeant émotion et lyrisme, le programme de cette manifestation promet une véritable délectation destinée à combler le public amateur et professionnelle de la chorégraphie. Somme toute, divers styles fusionneront avec les lieux de la ville pour offrir une vue artistique unique dans son genre.
Le menu de cette édition se décline en cinq volets.
Le premier comprend les spectacles de chorographes marocains et étrangers. Cette année, cette édition sera rehaussé par la participation de grandes figures de la danse. Il s’agit de Herwan Asseh (France), Bernardo Montet (France), Oussini Sako (Burkina Faso), Ramon Baeza (Espagne), Seydou Boro (Burkina Faso), Susan Buirge (USA-Japon), Hooman Sharifi (Iran-Norvège), Rafael Dupin (France), etc. Le Maroc sera également présent en force avec la participation d’une kyrielle de chorégraphes notamment Abdellilah Mesbah, Meriam Assari Jazouli, Taoufiq Izeddiou, Saïd Ait El Moumen, Bouchra Ouizguen, Khalid Benghrib, Saîd Oudrassi (Belgique-Maroc) et Brahim Sourny.
Le second volet, non des moindres, est baptisé «Danse contre nourriture». Il s’agit d’une présentation de spectacle dans les maisons de six familles qui accepteront d’accueillir les artistes invités.
En parallèle, figure dans cette 4e édition des rencontres et espaces de créations dans d’autres domaines artistiques notamment les arts plastiques, la danse contemporaine, la vidéo, la photographie et autres.
Le programme prévoit aussi un espace intitulé «Danse F’lappart». Ce forum se veut une plate-forme de dialogue et de débats entre artistes. Le but n’est autre que de contribuer à franchir les barrières entre les différentes expressions artistiques et de soulever les questions qui interpellent les artistes de diverses couleurs.
La photographie n’est pas en reste. Une exposition «Clin d’œil » sera réservée aux œuvres des photographes Nour Eddine Tilsaghani et Adil Rabi.
Par ailleurs, cette édition sera marquée par la projection d’une vidéo de Fabien Delisle.
En outre, une projection vidéo comprenant une sélection d’œuvres sera prévue au quotidien durant la tenue du festival.
Les spectacles investiront plusieurs lieux culturels en l’occurrence le théâtre Dar Takafa Daoudiate , Institut Français de Marrakech, l’école supérieure des Arts Visuels , le Théâtre Royal, la fondation Dar Bellarj, rond point de la poste Guéliz et place Jama El Fna.

الرباط13-1-2009- أدان المغرب بشدة رفض إسرائيل الالتزام بقرار مجلس الأمن الأخير الذي يدعو لوقف إطلاق النار في قطاع غزة والانسحاب التام للقوات الإسرائيلية.

وقال السيد الطيب الفاسي الفهري وزير الشؤون الخارجية والتعاون، في كلمة ألقاها اليوم الثلاثاء في اجتماع للجنة الخارجية والدفاع الوطني والشؤون الإسلامية بمجلس النواب، إنه أمام رفض إسرائيل الالتزام بهذا القرار الدولي وتماديها في تحدي المجتمع الدولي والضمير العالمي، فإن المغرب "يدين بشدة الموقف الإسرائيلي الذي ينذر بأسوأ الاحتمالات والمخاطر على المنطقة برمتها، ويسجل رفض حماس لهذا القرار الذي اعتبرت نفسها غير معنية به".
وقال الوزير إن المغرب يؤكد على ضرورة المحافظة على وحدة الصف وحتمية الوفاق الفلسطيني، ويدعم المبادرات الهادفة إلى تكريس هذا التوافق بين جميع مكونات الشعب الفلسطيني على مجموع التراب الفلسطيني.
وأضاف أن المغرب الذي "يتحمل بأناة ومثابرة" في شخص جلالة الملك محمد السادس مسؤولية رئاسة لجنة القدس، ينطلق في كل التحركات الدبلوماسية من تضامن ثابت و تعاطف مطلق مع الشعب الفلسطيني الشقيق في نضاله الوطني المشروع والمرير لتحقيق تطلعاته الوطنية في إقامة دولة مستقلة تتمتع بكامل مقومات السيادة والحياة، وعاصمتها القدس الشريف، رافضا كل المحاولات الرامية لتفتيت وحدة الأراضي الفلسطينية.
ومن جهة أخرى، أكد السيد الفاسي الفهري أن العدوان الإسرائيلي على السكان الفلسطينيين في قطاع غزة، يمكن وصفه ب"جريمة ضد الإنسانية"، لكون إسرائيل تتحدى بذلك كل القوانين والأعراف والقيم الدينية والمواثيق الدولية.
وقال إن العدوان الإسرائيلي سبقه حصار ظالم طوال سنوات، كان المغرب، وكما هو معهود فيه دائما، من الدول السباقة التي أدانته بكل قوة فور اندلاع القصف الجوي يوم 27 دجنبر الماضي، مذكرا في هذا السياق بدعوة جلالة الملك، فور بدء العدوان، مجلس الأمن والرباعية الدولية، لتحمل مسؤولياتهما لوقف نزيف الدم بقطاع غزة.
واستعرض الوزير مواقف المغرب من هذا العدوان والتحركات التي قامت بها الدبلوماسية المغربية بتعليمات سامية من صاحب الجلالة الملك محمد السادس الذي "يضع هذه القضية المصيرية ضمن القضايا المركزية التي يحيطها نصره الله بكامل الاهتمام".
وأضاف أن العدوان الإسرائيلي، الذي دخل يومه الثامن عشر على الأراضي الفلسطينية في قطاع غزة، هو عدوان "غير مسبوق"، تستخدم الآلة العسكرية الإسرائيلية فيه كل ما لديها من آليات عسكرية لضرب الفلسطينيين الذين يسقطون بالمئات، ولتدمير المساكن والبنيات التحتية والمؤسسات العامة والتعليمية والصحية، والتطاول على حرمة المساجد وضرب الهيئات التابعة للأمم المتحدة.
وبعد أن ذكر السيد الفاسي الفهري بأهم الوقائع والأحداث التي سبقت بدء العدوان الإسرائيلي الآثم على قطاع غزة، خاصة على الصعيد الفلسطيني والإسرائيلي والاتهامات المتبادلة بين حماس وإسرائيل، أبرز أنه في ظل هذا الوضع الخطير، وبتعليمات ملكية سامية، انخرط المغرب في الجهود الدولية التي جرت وتجري على مختلف الواجهات والمحافل من أجل وقف العدوان الإسرائيلي، وجندت الدبلوماسية المغربية نفسها في اتجاه وقف العدوان وتخفيف آلام وجراح الفلسطينيين بغزة منخرطة في كل الجهود العربية والإسلامية والدولية.
وأضاف الوزير أنه، بنفس الالتزام القوي الذي عبر عنه المغاربة برلمانا وأحزابا ونقابات وجمعيات وهيئات مهنية ومواطنين ومواطنات; باعتبار أن قضية فلسطين قضية جميع المغاربة، أكد المغرب على المستوى الرسمي رفضه الشديد لاستمرار هذا العدوان "الهمجي الشرس وضرورة وضع حد لسياسة العقاب الجماعي والانتهاك الصارخ للقانون الدولي الإنساني بما يؤجج تفاقم حدة التوتر الذي لا يخدم السلام ولا الأمن والاستقرار في منطقة الشرق الأوسط".
وفي هذا الإطار، يقول السيد الفاسي الفهري جرت منذ بدء العمليات العسكرية اتصالات ومشاورات دبلوماسية على أعلى مستوى، وساهم المغرب في الاجتماعات التي تمت إقليميا ودوليا بكل فعالية ومسؤولية، واستشعر بدقة الظروف القاسية التي يعيشها الشعب الفلسطيني الشقيق في قطاع غزة.
وذكر بالتحركات الدبلوماسية التي تمت على الأصعدة المغاربية والعربية والإسلامية والدولية في اتجاه إدانة العدوان الإسرائيلي والضغط على إسرائيل لوقف عملياتها العسكرية ضد الشعب الفلسطيني في غزة.
وأشار في هذا السياق إلى المساعي التي قام بها الوفد المغربي على مستوى مجلس الأمن الدولي، سواء في إطار اللجنة الوزارية العربية المصغرة أو على المستوى الثنائي، حيث بذل جهودا مكثفة وأجرى مشاورات عديدة مع أعضاء مجلس الأمن، وبصفة خاصة وزراء خارجية الولايات المتحدة الأمريكية والمملكة المتحدة وفرنسا، وكذا مع روسيا وتركيا والنمسا علاوة على الأمين العام للأمم المتحدة.
وقال الوزير إنه بفضل الموقف الحازم والضاغط للمجموعة العربية في مجلس الأمن صدر القرار 1860 الذي يدعو، على الخصوص، إلى وقف للنار فوري ودائم يؤدي إلى انسحاب تام للقوات الإسرائيلية من غزة، ويدعو إلى توفير توزيع المساعدات الإنسانية من دون عائق، بما في ذلك الغذاء والوقود والعناية الطبية، كما يندد بكل أنواع الاعتداءات الموجهة ضد المدنيين.
وذكر الوزير بسلسلة المبادرات والتدابير الاستعجالية التي قام بها جلالة الملك، حيث قرر جلالته استقبال مائتي جريح بالمستشفى العسكري محمد الخامس والمركز الاستشفائي الجامعي ابن سينا. كما أعطى جلالة الملك تعليماته السامية لإرسال مساعدات عاجلة إلى الشعب الفلسطيني بغزة من أدوية ومواد صيدلية وغذائية. وأعطى أيضا جلالته تعليماته السامية للحكومة ووالي بنك المغرب لفتح حساب خاص لدى هذه المؤسسة تحت اسم "حساب مساعدة فلسطين"، كتعبير آخر عن التضامن مع أبناء الشعب الفلسطيني.

ثلاثة قتلى وعدة جرحى في حريق بأحد المصانع في مدينة فاس

تم صباح أمس الأحد انتشال جثة القائد الإقليمي للوقاية المدنية للمدينة بفاس بعد أكثر من 6 ساعات من البحث تحت أنقاض مستودع أحد المصانع المتخصص في صناعة الخزف بفاس ، الذي دمر بفعل الحريق الذي شب فيه مساء أول أمس السبت.

وبانتشال جثة القائد الإقليمي حسن الغاوي ، ترتفع حصيلة هذا الحريق إلى ثلاثة أشخاص بالإضافة إلى مفقود وستة مصابين من بينهم أربعة من عناصر الوقاية المدنية .

وبحسب مصدر طبي ، فإن القائد الجهوي للوقاية المدنية ، الذي أصيب خلال عمليات الإغاثة ، بثرت إحدى رجليه .

وقد أدى الحريق الذي شب على الساعة التاسعة والنصف مساء أول أمس السبت إلى انفجار صهريج غاز البروبان ، مما تسبب في انهيار سقف المستودع ( 250 متر+ 140 متر)

وقد تمت السيطرة على الحريق من طرف عناصر الوقاية المدنية لمدينة فاس ، معززين بزملائهم من الرباط .

وقد تم إنقاذ سبعة أشخاص من بينهم القائد الجهوي للوقاية المدنية وعاملين اثنين تم نقلهم إلى مستعجلات المستشفى الجامعي بفاس ، بينما تجري عمليات البحث ، لإخراج عامل لا يزال تحت الأنقاض .

وفي سياق متصل تكلف الملك محمد السادس بتحمل تكاليف مآثم الضحايا واستشفاء المصابين كما بعث رسالة تعزية إلى أسرة الفقيد حسن الغاوي، وكذا لكافة عائلات ضحايا هذا الحادث المؤلم علاوة على رسائل مواساة للمصابين من عمال المصنع ورجال الوقاية المدنية

Deux individus munis d'armes blanches avaient braqué, jeudi 11 décembre dernier, une agence bancaire à Marrakech emportant la somme de 723.000 dh.

Selon une source policière, les deux hommes avaient fait irruption dans une agence de la Banque Marocaine pour le Commerce et l'Industrie (BMCI), sise quartier Essaâda, et emporté cette somme après avoir menacé le directeur et un employé de l'agence de leurs armes.

Une enquête avait été ouverte pour l'identification et l'arrestation des deux braqueurs qui avaient réussi à s'enfuir, a indiqué la même source, précisant que le braquage avait été filmé par des caméras de surveillance.

SAR la Princesse Lalla Amina, présidente de la Ligue marocaine pour la protection de l'enfance a présidé, mardi à Rabat, la réunion annuelle des présidentes et présidents des bureaux provinciaux de la Ligue.

A cette occasion, SAR la Princesse Lalla Amina a salué les efforts consentis par les présidentes et présidents des bureaux provinciaux de la Ligue marocaine pour la protection de l'enfance pour la concrétisation des objectifs tracés par la Ligue notamment en matière de protection des droits de l'enfant et de formation des puéricultrices.

SAR la Princesse Lalla Amina a également exprimé sa satisfaction de l'esprit du sacrifice et de l'engagement dont ont fait preuve les différents responsables et bénévoles oeuvrant au niveau des bureaux provinciaux de la ligue en vue de dynamiser le plan d'action national de protection de l'enfance (PANE 2006-2015) et d'accompagner la politique de développement social tracée par SM le Roi Mohammed VI.

La présidente déléguée de la Ligue, Mme Fatima Hassar a présenté, lors de la séance d'ouverture de cette réunion, à laquelle a pris part la ministre du développement social, de la famille et de la solidarité, Mme Nouzha Skali, un exposé sur le bilan des activités de la Ligue.

Elle a ainsi mis l'accent sur la convention de partenariat et de coopération conclue par la Ligue avec le haut commissariat au plan (HCP) relative au projet d'extension et d'équipement du centre de documentation et d'information dans le domaine de la Mère et de l'Enfant et du suivi de toutes les réalisations inscrites dans le cadre du projet "Une commune-une crèche".

Mme Hassar a également passé en revue les réalisations au titre de l'année 2008, notamment la création de deux nouveaux centres de premiers soins en collaboration avec le ministère de la santé dans les villes de Fès et de Casablanca. Le nombre des centres médicaux a ainsi atteint 8 en plus de l'ouverture de deux bureaux locaux de la Ligue à Chtouka Ait Baha et Rommani, ce qui fera passer le nombre des bureaux provinciaux à 30 bureaux.

L'année 2008 a été également marquée par la signature d'une convention avec la wilaya de Rabat-Salé Zemmour Zaer, relative au projet d'extension du centre d'hébergement et de formation des puéricultrices au sein du siège du bureau central de la Ligue, dans le cadre de l'INDH, en plus de la participation à l'élaboration du projet relatif à la formation des enfants non-scolarisés au quartier Eddakarrat à Fès dont la gestion a été confiée par la Fondation Mohammed V pour la solidarité au bureau local de la Ligue, outre la restauration du complexe éducatif de Ben Msik de Casablanca.

Après avoir souligné que la Ligue a réalisé, dans le cadre du projet "une commune-une crèche" 21 crèches en milieu rural et urbain, Mme Hassar a rappelé la tenue de la session de formation initiée au profit de 30 éducatrices.

A cette occasion, Mme Hassar a mis l'accent sur l'importante expérience menée par la Ligue avec l'association italienne AI-BI au niveau de Dar Alatfal Lalla Amina de Benslimane, relative aux activités parallèles dont bénéficient les pensionnaires.

Concernant la formation des handicapés mentaux, Mme Hassar a mis en exergue l'action du centre de formation en matière de confection de ballons et la classe pilote pour l'enseignement et l'appui pédagogique.

Elle a salué, à cet égard, l'action commune de la Ligue, du ministère de la santé et du ministère du développement social, de la famille et de la solidarité, qui constitue un exemple de la coopération et du partenariat entre les secteurs gouvernementaux et la société civile.

Mme Hassar a également salué les efforts consentis par les responsables et les bénévoles des bureaux provinciaux dans tous les domaines en vue d'accompagner les développements dans le secteur de l'enfance et d'assurer le suivi des programmes de développement au niveau national et international.

Cette réunion a été marquée par plusieurs exposés des présidentes et présidents des bureaux provinciaux de la Ligue portant sur les activités et les programmes pour l'année 2008.

La Ligue marocaine pour la protection de l'enfance programme chaque année un certain nombre d'actions qui visent la protection des enfants en situation précaire et la préservation de leurs droits, particulièrement en matière de prise en charge au niveau des structures d'accueil, la promotion de la kafala et la protection de la petite enfance à travers des crèches, garderies, clubs et centres socio-éducatifs.

Ces actions sont menées dans 30 bureaux provinciaux et régionaux implantés au niveau des différentes régions du Royaume.

Morocco, Polisario welcome appointment of new Western Sahara envoy

The UN Secretary-General appointed Christopher Ross as his new Personal Envoy for the Western Sahara, a decision warmly welcomed by all parties to the conflict.

[www.un.org] Christopher Ross was confirmed on January 7th as the UN Secretary-General's latest envoy to Western Sahara.

US diplomat Christopher Ross was appointed on Wednesday (January 7th) as the new United Nations Envoy for Western Sahara, replacing Peter van Walsum of the Netherlands.

"Mr. Ross," noted Michele Montas, spokesperson for the UN Secretary-General, "will work with the parties and neighbouring countries based on the most recent Security Council resolution 1813 (2008) and previous resolutions, building on progress made to date, in pursuit of a just, lasting and mutually acceptable political solution, which will provide for the self-determination of the people of Western Sahara."

The decision was welcomed by Morocco, the Polisario Front and Algeria.

The Front issued a statement, published by the Sahara News Service on Friday (January 9th), noting, "The Polisario stresses its intention to co-operate with Mr. Ross, and offers him the necessary assistance in order to rid the Moroccan Sahara of occupation according to UN resolutions."

"All resolutions issued by the General Assembly and the Security Council stress that the solution to the Western Sahara conflict lies in the Saharan nation exercising their inalienable right of self-determination."

The Polisario regrets that Morocco "has prevented and rejected all strategies for working out a solution, and has hindered to date the appointment of Christopher Ross."

Moroccan Communication Minister Khaled Naciri told Magharebia his country had nothing to do with delaying Ross's appointment. In relation to negotiations, Naciri said, "Morocco is in full harmony with the Security Council resolutions and the general opinion of the organisation."

Naciri, speaking to the press on Thursday (January 8th), said, "Ross will not start over because major work has been done at the UN Security Council, recalling the latest resolution (1813) of the UNSC, which urges the parties to work in a spirit of realism and good intentions."

He added that the new envoy would find Morocco as available as it has always been in efforts to resolve the issue of the Western Sahara.

The Algerian foreign ministry stated on January 10th that "Algeria can only affirm its full willingness to co-operate with [Ross] and accompany him in his efforts aimed at implementing the wise Security Council resolutions in relation to the Moroccan Sahara, in order to arrive at a political solution acceptable to both sides, one that allows the Sahara people to exercise their right of self-determination."

Spanish newspaper El País published news in September about Ross replacing Peter Van Walsum, whose mandate ended in August.

Christopher Ross, who speaks Arabic, has worked as US Ambassador to Syria and to Algeria, Director of the American Cultural Centre in Morocco, and Senior Adviser for the Middle East and North Africa at the US Mission to the UN.

Blind protesters in Morocco lay siege to ministry

While Morocco began heeding the Family Minister's call last May to help unemployed blind workers find civil service positions, a dangerous standoff last week at her ministry headquarters shows that some disabled citizens think the government is moving too slowly.

The protest by a group of blind Moroccans seeking work was resolved without incident.

Morocco successfully averted a tragic conclusion to a three-day demonstration last week outside the offices of the Ministry of the Family, Solidarity and Social Development. Dozens of blind or visually-impaired protesters demanded "exclusive priority" for civil service jobs, with respect to their particular needs.

They finally left the ministry headquarters last Thursday (January 8th) on the condition they be received the following Monday by Minister Nouzha Skalli. The minister had refused to send in security forces to intervene, preferring to focus on dialogue to convince the protesters to leave.

The crisis began January 5th, when more than 80 jobless citizens, many of them with impaired vision, stormed the ministry headquarters in the Agdal neighbourhood of Rabat.

Protesters managed to force the door to the fourth-floor terrace, where they squatted and made threats against the ministry if Skalli refused to speak to them in person.

"We want the minister to have a dialogue with both groups to find a solution," said Abdnaji Ghamouza, representing the group of blind protesters. "Our goal is to be integrated into the workforce."

For her part, the minister affirmed her readiness to receive the protesters once the conditions for a dialogue were guaranteed, foremost of which was the safe evacuation of the building. The tense situation endured for three days and several rounds of negotiations.

The minister was even obliged to work in an office open to the sky.

"We want to play our part in the civil service. We won't accept empty promises," said Ghamouza. "Sight-impaired people need concrete action to be taken."

The government is working to achieve social integration for this category of persons, Nouzha Skalli said on Thursday after the protesters had departed peacefully. Several ministries are already considering ways of identifying jobs suitable for disabled people in line with their experience and the ability of the Moroccan authorities to accommodate them.

"I am willing to work unstintingly, with the support of the government and the goodwill of everyone concerned, to help the disabled – and the sight-impaired and blind in particular – to find suitable employment," the minister affirmed.

In May of last year, she wrote to the prime minister on the subject. Within days, Abbas El Fassi issued a circular calling on government departments to consider job applications from unemployed vision-impaired and blind persons in an "exceptional, swift and sympathetic" manner.

Under a 1980 law, the blind and visually-impaired are entitled to education and vocational training to help prepare them for suitable jobs. They are also given prioritised recruitment for certain posts within the public and private sectors.

"Many efforts have been made since then to aid the economic and social integration of people with special needs," Skalli explained. "The national action plan drawn up to this end has identified a number of priority areas, ranging from raising awareness and tackling prejudice to professional integration by way of education and legislation."

So far, 60 jobs have been set aside for blind and visually-employed workers at the Ministry of National Education, Higher Education, Scientific Research and Training. Thirty more were created at the Ministry of Justice, 16 at the Ministry of Health, 10 each at the Ministry of Equipment and Transport and the Ministry of the Interior, 9 at the Ministry of the Family, Solidarity and Social Development and 2 at the Ministry of Culture.

Difaa El Jadida maintain Moroccan league lead

Olympique Khouribga (OCK) tied 1-1 with Difaa El Jadida (DHJ) on Sunday (January 11th) in the strongest match of Round 16 of the Moroccan Premier League football tournament.

Zakaria Amzil scored the lone goal for OCK in the 73rd minute, following several scoring opportunities by both teams. Meanwhile, DHJ star Reda Eryahi scored a wonderful equaliser on a strong shot, following a free-kick from 20 meters out at the end of the match. It was a goal that moved the fans of the team.

With this draw, El Jadida remain on top of the Moroccan league, tied with Raja Casablanca.

In another match, Hassania Agadir (HUSA) defeated guests Jeunesse Sportive El Massira (JSM) 3-1.

After pressuring their opponents, the HUSA offence managed to score the first goal in the match in the 23rd minute through Abdelhafid. Defender Yassine Rami tapped in the second goal in the 40th minute, on a free-kick by Mohammed Lahceini.

JSM's Elkantaoui scored his team's only goal in the 77th minute, following some confusion in the defensive line of the hosts. Rachid Erraghni scored the third and final goal as soon as he took the pitch in the 80th minute, stirring the fans into fervour.

From their side, Raja Casablanca defeated hosts Olympique Safi 1-0 at a stadium full of fans.

Ngom scored the match's only goal in the 43rd minute. Raja keeper Younes Ataba defended the goal against several attacks.

Wydad Casablanca tied 0-0 with Moghreb Fes in a nearly empty stadium.

The most important event in the match was the penalty kick passed up by Wydad captain Hicham Louissi in the 72nd minute after his teammate Jouiaa was tripped in the area.

Kawkab Marrakech also ended up with a goalless draw, against Mouloudia Oujda. It was the first match in Marrakech that was open to fans after a six-round ban imposed by the Moroccan Football Federation.

Mouloudia Oujda dominated the match during the first half, but their attackers passed up many scoring opportunities. Things changed in the second half, however, and Marrakech stepped up their level of play.

Oujda came very close to a winning goal in the final minute, but it was cleared by Kawkab goalkeeper Mohamed Bouabdelaoui.

Moghreb Tétouan and KAC Kénitra also tied 0-0 in a match characterised by weak technique and few scoring opportunities. KAC Kénitra coach Abdelkader Youmir considered the draw to be a positive result.

Chabab Mohammedia (SCCM) and Ittihad Khemisset tied 1-1.

Said Hammouni opened scoring in the 6th minute on a beautiful header, but Mohcen Abdelmoumen tied the match in the 83rd minute.

The contest between FAR Rabat and AS Salé was postponed due to Rabat's match in the North African Champions League. They tied against Tunisia's Club Africain on January 8th, and will play the return leg in Rabat on the January 24th.

المغرب يخلد الذكرى 65 لتقديم وثيقة الاستقلال ثورة المغاربة من أجل الحرية والديمقراطية

خلد المغرب، أمس الأحد، الذكرى الخامسة والستين لتقديم وثيقة المطالبة بالاستقلال، في 11 يناير 1944, عندما قدم مجموعة من الوطنيين من صفوف الحركة الوطنية مذكرة إلى جلالة المغفور له، محمد الخامس، والمقيم العام للحماية الفرنسية بالمغرب، ومفوضيات الولايات المتحدة، وبريطانيا، والاتحاد السوفياتي، تطالب باستقلال المغرب، واستعادته لسيادته.واهتدت المجموعات الوطنية في مدن فاس، والرباط، وتطوان، وسلا، والدارالبيضاء، ومدن أخرى، قبل هذا التاريخ، إلى أن حل مشاكل المغرب رهين بالانعتاق من الاستعمار بالمقاومة، التي قادها في مرحلة متقدمة محمد بن عبد الكريم الخطابي في الريف، وموحى وحمو وباسلام في الأطلس المتوسط.
وقبل محطة 11 يناير 1944، شهد المغرب مظاهرات وأعمالا فدائية ضد المحتل، في إطار "كتلة العمل الوطني"، بداية من التصدي للظهير البربري (16 ماي 1930)، الذي سعت من خلاله سلطات الحماية لتفتيت وحدة الشعب المغربي، لكن المغاربة، من عرب وبربر، أفشلوه، ثم جاءت محطة رفع المطالب الكاملة، التي تخص الشعب المغربي عام 1934، وإعلانها في شكل ثوابت لا يمكن التنازل عنها. ثم المطالبة بالحريات العامة.
واجه الاحتلال الفرنسي نشاط كتلة العمل الوطني، بالقمع والعنف واعتقال الوطنيين وجلدهم ونفي البعض منهم (نفي علال الفاسي إلى الغابون لمدة 9 سنوات).

بعد هذه الفترة من القمع والترهيب من طرف سلطات الحماية، أنجزت الحركة الوطنية، بتنسيق مع السلطان محمد بن يوسف، عملا جبارا على مستوى التكوين والتأطير ونشر الوعي الوطني، من أجل تحرير المغرب، واستعادة استقلاله، فتبلورت فكرة وثيقة المطالبة بالاستقلال، من أجل استرجاع المغرب لسيادته، وبناء مؤسساته الديموقراطية في ظل الحرية والاستقلال، فكانت وثيقة 11 يناير، التي أمضاها مناضلون من كل أنحاء المغرب، وفتحت الباب، بعد نضال مرير خاضه الشعب المغربي بالتحام مع العرش، لاستقلال البلاد.

منذ توقيع الوثيقة، بات مؤكدا لسلطات الحماية والاستعمار أن فكرة المطالبة بالاستقلال لم تعد قابلة للإلغاء، وتأكد للفرنسيين أن الشعب لم يستسلم، رغم الاعتقالات والإعدامات، التي طالت آلاف الوطنيين.

وشكل تقديم وثيقة المطالبة بالاستقلال في 11 يناير 1944 حدثا كبيرا، ومنعطفا حاسما في تاريخ المغرب الحديث، لما حملته هذه الوثيقة من مبادئ مازالت روحها تغذي عزيمة الشعب المغربي، وركزت الوثيقة على استقلال المغرب في ظل الوحدة الترابية للمملكة، وإرساء ملكية دستورية وديمقراطية، تضمن الحريات الفردية والجماعية، والمساهمة في الحياة الدولية بشكل يحترم سيادة المغرب.

وجاءت الوثيقة تتويجا لمسلسل طويل من المقاومة المسلحة، ففي يوليوز 1921، وقعت معركة أنوال بين المقاومة المغربية في الريف، بقيادة محمد بن عبد الكريم الخطابي، وجيش الاحتلال الإسباني، الذي مني بهزيمة قاسية، إذ قتل ثلاثة جنرالات، وأسر مئات الجنود، واستولى المجاهدون على كميات كبيرة من الأسلحة المتطورة.

ثم كانت المقاومة المسلحة في الأطلس المتوسط، حتى منتصف الثلاثينيات من القرن الماضي، فشكلت هذه الأحداث نقطة ارتكاز للوطنيين في تحضير وثيقة المطالبة بالاستقلال.

ثم قادت تطورات العمل الفدائي، في 10 أبريل 1947، إلى الزيارة التاريخية للسلطان محمد بن يوسف لمدينة طنجة، حيث ألقى خطابا عبر فيه عن تطلع المغرب لاستعادة استقلاله وسيادته، وعن انتمائه القومي العربي غداة تأسيس جامعة الدول العربية.

وقاد وقوف محمد بن يوسف إلى جانب المقاومة وانخراطه فيها، إلى المنفى، إذ عزلته سلطات الحماية الفرنسية، في 20 غشت 1953، عن العرش، ونفته إلى جزيرة مدغشقر، ما أدى إلى اندلاع "ثورة الملك والشعب"، التي عجلت بالاستقلال، عندما اضطرت فرنسا إلى إرجاع السلطان إلى بلده وإلى شعبه وعرشه، في 18 نونبر 1955، معلنا "نهاية عهد الحجر والحماية"، وبداية استقلال المغرب عن فرنسا، الذي أعلن بشكل رسمي في 2 مارس 1956، وفي غشت 1956، اكتمل استقلال القسم الأكبر من البلاد، بنهاية الحماية الإسبانية على المناطق الشمالية.

إسرائيل تستعمل الغازات في حربها على غزة

يستعمل الجيش الإسرائيلي في حربه على قطاع غزة غازا يختنق مستنشقه ويُغمى عليه.
ووصل إلى مستشفيات شمال وجنوب القطاع خلال 48 ساعة مئات المصابين الذين استنشقوا مباشرة هذه الغاز الذي لم يستطع الأطباء الفلسطينيون والعرب الذين قدموا إلى غزة تحديد مدى خطورته على المصابين.
وكان مراسل الجزيرة نت ضياء الكحلوت الذي يسكن حي الفالوجة قرب مخيم جباليا، أحد من أغمي عليهم نحو دقيقتين جراء استنشاقه.
وقال الكحلوت للجزيرة نت إنه ما لبث أن أغمي عليه بعد التقاطه صور دخان أبيض منبعث من قذائف دبابات الاحتلال في سماء بلدة بيت لاهيا المجاورة.
كرات بلاستيكية
وقال الكحلوت إن الغاز أصاب عشرات بالهلع وجعلهم يفرون باتجاه مدينة غزة بعد أن رأوا العديد ممن استنشقوه يسقطون أرضا.
وقال رائد أبو رجيله الذي يسكن بلدة خزاعة قرب الشريط الحدودي جنوب شرق القطاع، إن الدبابات الإسرائيلية أمطرت بعد منتصف الليلة الماضية البلدة بعشرات من القذائف التي تنشطر إلى كرات بلاستيكية حمراء ملتهبة غطت البلدة بسحاب أبيض يميل إلى الاحمرار.

وأضاف أنه تفاجأ بقذيفة اخترقت سطح المنزل تتناثر منها كرات ملتهبة، ولم يبق أمامه سوى رمي طفلته وزوجته عبر نافذةٍ إلى أن وصلت سيارة الإسعاف.
أعراض
ويذكر رجل من المقاومة كان مع رفاق له في نقاط الرباط القريبة من الشريط الحدودي، أنه أصيب بالغثيان والنعاس والخمول وضيق شديد في الصدر وصعوبة في التنفس وألم شديد في العينين، بعدما ظللت المنطقة التي يكمن فيها غمامة تشبه الضباب.
ورجح أن يكون الاحتلال أراد باستخدام الغاز الجديد -الذي غطى سماء نحو نصف كيلو متر مربع- دفع رجال المقاومة بعد شعورهم بالاسترخاء، إلى الخروج من أماكن مرابطتهم لتستهدفهم طائرات الاستطلاع والمروحيات التي كانت تعج بها سماء المنطقة المستهدفة.
غير مسبوق
ويقول محمد الرنتيسي أخصائي جراحة الأعصاب في مستشفى ناصر في خان يونس الذي وصل إليه مئات المصابين، إنه لم يسبق لأطباء غزة أن تعاملوا مع مثل هذا الغاز الذي يصيب من يستنشقه بألم شديد في العينين وفي الرأس، وبالإغماء، وبأعراض أخرى مرتبطة بالجهازين التنفسي والعصبي.
وعبّر للجزيرة نت عن خشيته من خطورة هذا الغاز، وقال إن الأطباء الفلسطينيين والعرب لم يجدوا طريقة للتعامل مع ضحاياه إلا إمدادهم بالأوكسجين وتعريضهم لمناطق مفتوحة.
وطالب علاء البطة مدير مكتب وزير الصحة الفلسطيني في الحكومة المقالة منظمة الصحة العالمية بالضغط على تل أبيب لتفصح عن نوع الغاز الذي تستخدمه.
ودعا عبر الجزيرة نت المؤسسات الإنسانية والحقوقية إلى إرسال خبراء للتأكد من عدم خطورة هذا السلاح الجديد على صحة مستنشقيه.

آلاف الأطفال المغاربة يتظاهرون تضامناً مع غزة

شارك الآلاف من الأطفال المغاربة في مسيرة تضامنية، أمس الأحد بالرباط، مع الشعب الفلسطيني في قطاع غزة الذي يتعرض للعدوان الإسرائيلي، دعت إليها مجموعة العمل الوطنية لمساندة العراق وفلسطين والجمعية المغربية لمساندة الكفاح الفلسطيني.

وندد الأطفال المشاركون في هذه المسيرة، التي نظمتها رابطة الأمل للطفولة المغربية، والتي واكبتها وسائل الإعلام الوطنية والأجنبية، بالعدوان الإسرائيلي المتواصل منذ أسبوعين على غزة، مطالبين ب"وقف إطلاق القنابل الفوسفورية على الشعب الفلسطيني بالقطاع".

ورفع الأطفال المشاركون الأعلام الوطنية المغربية والفلسطينية ولافتات كتبت عليها شعارات تشجب العدوان العسكري الاسرائيلي في حق سكان قطاع غزة، وصور حول هذا العدوان، وحملوا دمى ملطخة بالدماء إظهارا لبشاعته، منادين بنصرة الاطفال الفلسطينيين المحصارين بالقطاع.

وجابت المسيرة شارع محمد الخامس انطلاقا من ساحة البريد نحو ساعتين ونصف في أجواء طبعها تنظيم محكم.

وفي ختام المسيرة، دعا الأطفال في كلمة ألقيت بالمناسبة إلى وقف العدوان الإسرائيلي على قطاع غزة ورفع الحصار ووضع حد لسياسة التجويع عن الشعب الفلسطيني بالقطاع. وتمت تلاوة الفاتحة ترحما على أرواح الشهداء الذين سقطوا جراء العدوان الاسرائيلي.

وقد اختتمت الوقفة التضامنية بتلاوة نداء أطفال المغرب الداعم لأهل غزة وأهل فلسطين، توصل موقع "هسبريس" بنصه وهو كالتالي:

وعلى إثر العدوان الصهيوني الغاشم على غزة المجيدة والأبية، والذي يذهب ضحيته المئات من الأطفال الأبرياء والمدنيين العزل، وما يعانونه من

الحصار والدمار والآثار النفسية والاجتماعية الكارثية، يستحيل معها وبأي حال من الأحوال ما يرومه العالم من مجتمع السلم والتعايش في المنطقة

كغيرها من المناطق؟؟

لذا فإننا نحن أطفال المغرب وبقلوب حزينة وعيون دامعة وبملء حناجرنا:

ـ نعلن تضامننا المطلق مع أطفال غزة، ونحيي صمودهم البطولي لدحرالعدوان ونضالهم الأسطوري والمستميت من أجل حياة آمنة حرة وكريمة.

ـ نستنكر بشدة هذا العدوان الهمجي الظالم الذي يشنه الكيان الصهيوني الغاصب، على غزة، وبدعم من قوى الاستكبار العالمي وتخاذل المنتظم الدولي.

ـ ندعو للوقف الفوري لهذا العدوان الغاشم على إخواننا والعمل على معالجة أصل المشكل بضرورة خروج الكيان الصهيوني من الأراضي الفلسطينية

وفتح المعابر وفك الحصار على غزة، وإطلاق سراح الأسرى والسماح بالعودة للاجئين.

ـ ندعو المجتمع الدولي إلى حماية حقوق الطفل الفلسطيني التي تدعو إليها كل الشرائع السماوية والمواثيق الدولية.

، ندعو جميع جمعيات المجتمع المدني وكافة المؤسسات التربوية والمتدخلين في الشأن الطفولي إلى الدعم المطلق لقضايا الطفولة الفلسطينية بتبني ثقافة

EU donates Morocco over € 76 mln to fund energy sector reform

Rabat, 12 Jan. 2008 (MAP) - The European Union (EU) donated Morocco € 76.6 mln to fund the reform program of the energy sector.

The program aims in particular to promote energy supply, diversify forms and sources of energy, develop renewable energies, and improve monitoring and assessment of energy policies.

The donation agreement, signed Monday in Rabat, is the first partnership experience between the European Union and the southern shore of the Mediterranean in this sector.

Speaking on this occasion, head of the European Commission (EC) delegation in Rabat, Bruno Dethomas, lauded the Moroccan government's commitments to develop renewable energies and promote energy efficiency in keeping with the European energy policy and the cooperation prospects offered by the advanced status granted by EU to Morocco last year.

He noted that the European support program to Morocco’s energy sector aims at backing reforms initiated by the Moroccan government provided for in the national energy strategy for the period 2020-2030 and the plan of priority actions for 2012.

Marouane Chamakh, enfant du Maroc en terres girondines

Portrait de l’international marocain pour ses 25 ans
Marouane Chamakh, footballeur international marocain, est né le 10 janvier 1984 dans le sud-ouest de la France, à Tonneins dans le Lot et Garonne. Attaquant formé aux Girondins de Bordeaux, il est toujours resté fidèle au club et à bientôt 25 ans il dispose encore d’un potentiel prometteur. Portrait d’un joueur qui nourrit de grosses ambitions tant avec Bordeaux qu’avec les Lions de l’Atlas.

Arrivé à Bordeaux à 16 ans, ce grand attaquant (1m85) est très vite surclassé et ne tarde pas à faire ses premières apparitions dans le groupe pro. Le 19 janvier 2003, c’est Elie Baup qui lui offre son premier match avec l’équipe première en Coupe de la Ligue face à Metz.

Il aura la chance de débuter sa première saison avec Pedro Miguel Pauleta et Jean-Claude Darcheville. Marouane Chamakh apprend énormément et termine sa première saison sur 10 rencontres de Ligue 1 et un but marqué.

Elie Baup débarqué peu après le début de la campagne 2003/2004, c’est Michel Pavon qui prend le poste d’entraîneur. Ce dernier lui fait confiance et Chamakh joue 33 matchs (championnat + C3) et marque 10 buts au total.

En progression constante, il confirme son talent en 2004/2005 avec de nouveau 10 buts marqués en 33 rencontres de championnat, et attire alors l’attention de nombreux clubs dont l’Olympique Lyonnais. Marouane veut partir mais se heurte au refus catégorique des dirigeants bordelais. Même s’il s’en défend, ses prestations en pâtissent un peu la saison suivante. Les prestations moyennes s’enchaînent, et il se retrouve sur le banc régulièrement.

Les Girondins de Bordeaux finissent malgré tout deuxième du championnat, et Marouane Chamakh arrive à marquer 7 fois en 29 apparitions. Bien que flatté par l’intérêt de clubs comme le Paris Saint-Germain à l’intersaison, il décide de rester en Gironde pour y disputer la Ligue des Champions avec son club de toujours.

Marouane Chamakh attire la convoitise des grands clubs

Auteur d’une saison 2006/2007 relativement discrète (5 buts en 29 matchs de championnat et 0 but en 6 matchs de Coupe d’Europe), Marouane en profite tout de même pour ouvrir son palmarès en club en décrochant la Coupe de la Ligue.

Puis il signe un nouveau contrat qui va jusqu’en juin 2010 avec les Girondins de Bordeaux. Il doit maintenant se battre et mériter sa place au sein de l’attaque bordelaise. Pour cela, la concurrence est rude avec Fernando Cavenaghi et David Bellion mais il doit s’imposer pour devenir le grand attaquant dont Bordeaux a besoin pour réussir à détrôner Lyon en Ligue 1.

Son gros point fort est son jeu de tête avec une excellente détente qui est très utile sur coups de pieds arrêtés ou en déviation. Son point faible est la finition, il manque souvent de la lucidité qui lui permettrait de franchir un cap.

Malgré le très bon rendement de Fernando Cavenaghi (11 buts), c’est pourtant bien Marouane Chamakh qui a débuté tous les matchs de Ligue des Champions cette saison. Laurent Blanc lui fait confiance et Marouane a déjà marqué 5 buts en championnat cette saison 2008/2009 qui s’annonce très serrée en Ligue 1.

Son parcours au sein de la sélection du Maroc - Les Lions de l’Atlas -

Ses prestations prometteuses lui valent d’être convoqué en équipe nationale du Maroc. Convocation qu’il honore après avoir refusé de jouer avec les Espoirs français.

Il débute ainsi le 7 juillet 2003 face au Sierra Leone, puis marque ses premiers buts face à Trinité-et-Tobago trois mois plus tard.

Début 2004, il dispute même la CAN avec le Maroc mais échoue en finale face au pays hôte, la Tunisie de Roger Lemerre (2-1).

Il avoue vouloir jouer en Angleterre, il rêve de Londres, et de ses clubs, Tottenham et Arsenal, mais en attendant, son objectif est de se qualifier pour la Coupe du Monde en Afrique du Sud, compétition qui fuit le Maroc depuis 1998.

Morocco to build top-quality International Academy of Athletics

Ifrane (center), 12 Jan. 2009 (MAP) - King Mohammed VI laid, here Monday, the foundation stone for the construction of the Mohammed VI International Academy of Athletics tasked with preparing, training and scouting for highly skilled athletes.
With an overall capacity of 144 rooms, the academy will adopt the methods of modern sports practices in searching for and training athletes.

The facility to cost some $ 10mln will span over an area of four hectares. It will include mainly a medical center, an injury treatment and fitness centre, physical therapy and massage rooms and a sauna.

Explanations were also provided to the monarch on a program to develop the national athletics infrastructure. The program provides for the construction and development of 21 synthetic tracks in 17 cities across the country.

Five training centers are also planned west and southwest of the north African country.

Le chanteur Ahmed El Gharbaoui, une icône de la chanson marocaine, est décédé samedi matin 10 janvier dans un hôpital de Rabat à l’âge de 71 ans, des suites d’une longue maladie.

La scène artistique marocaine a perdu l’un des pioniers qui ont marqué l’histoire de la chanson marocaine authentique et engagée.
L’artiste et chanteur Ahmed El Gharbaoui, une icône de la chanson marocaine, est décédé samedi matin 10 janvier dans un hôpital de Rabat à l’âge de 71 ans, des suites d’une longue maladie. Les funérailles de feu Ahmed El Gharbaoui ont eu lieu dimanche au cimetière des Chouhadas. Le répertoire de Feu El Gharbaoui, depuis le début de sa carrière artistique, à l’aube des années cinquante jusqu’à nos jours, compte, à son actif, plus de 350 chansons. Le parcours artistique d’un demi-siècle de ce chanteur et compositeur, a été marqué par de célèbres chansons, comme «Moulhimati», «Innaha», «Ana âabd ezzine» des titres dont tous les amateurs de la chanson marocaine s’ en souviendront. Ainsi Feu «Gharbaoui a marqué de son empreinte la scène musicale nationale et arabe de rythmes d’une grande beauté artistique, qui lui ont valu la reconnaissance de ses pairs», avait déclaré à son sujet l’artiste Abdelati Amana. Et d’ajouter : «Ses chansons sont teintées du sentimental, du religieux et de la fibre patriotique, ce qui justifie la grande popularité du disparu et sa notoriété dans le milieu artistique national». Le président du Syndicat marocain des professions musicales, Ahmed Alaoui, quant à lui, a confié: « le défunt, un des piliers de la chanson marocaine, était à la fois un créateur doué et un artiste professionnel qui a su gagner le respect de tous les artistes et du public».
Mais c’est à partir des années 70 que le regretté s’est forgé, une renommée nationale, maghrébine, voire internationale grâce à des chansons d’une sensibilité très distinguée, notamment «Ana Abd Zine» (Je suis l’esclave de la beauté). Il avait réussi à créer une symphonie intitulée «Innaha», qui reste une de ses célèbres œuvres. L’artiste créera aussi, à Vienne, un deuxième album qu’il a baptisé «Moulhimati», assemblé plus tard avec Innaha. Cette chanson constitue une étape essentielle dans le parcours artistique du défunt, en raison du grand succès remporté par cette chanson, s’articulant autour de l’interprétation d’une partie d’un poème de 30 vers. C’est avec son œuvre magistrale «Moulhimati» qu’El Gharbaoui s’est propulsé au devant de la scène artistique nationale, aux

Rachida Dati a sorti le grand jeu pour épater ses fidèles et en mettre plein la vue à ses détracteurs. La voici, fraîche et pimpante sur le perron du Conseil des ministres.
La polémique était suffisamment forte pour qu’elle prenne une place enviable dans les préoccupations du moment, entre le froid glacial qui enveloppe le bitume français et les grandes manifestations qui courent le pavé parisien pour protester contre les massacres de l’armée israélienne à Gaza : Il s’agit du retour précipité à son activité de ministre de la jeune maman Rachida Dati, cinq courtes journées seulement après avoir accouché par césarienne de Zohra. Une grande prouesse autant physique que politique alors que le congé maternité en France pour un salarié est de seize semaines, six avant la naissance et dix après. Pour bien mesurer l’ampleur du débat qui agite la société française sur le sujet, le plus simple serait de comptabiliser le nombre de forums lancés par les grands médias pour inviter leur audience à se prononcer sur le bon choix de Rachida Dati de se priver d’un congé maternité traditionnel et le nombre d’éditoriaux et de commentaires consacrés à cette question. Le phénomène tourne à l’obsession.

Alors qu’on la décrivait frêle maman, alitée parce que supportant difficilement une césarienne, la voici, fraîche et pimpante sur le perron du Conseil des ministres, tout de noir amincissant vêtue, perchée de manière provocatrice sur de fines talons aiguilles comme si elle sortait d’un gala de bienfaisance. Le sourire est toujours aussi resplendissant et la captation des objectifs toujours aussi magnétique. Cela avait suffi pour lancer une des plus vives polémiques du moment. Les plus virulentes furent les associations féministes pour lesquelles la démarche de la garde des Sceaux augure une régression des droits de la femme. Maya Surduts du collectif des droits de la femme ne mâche pas ses mots : «C'est un scandale (…) Les employeurs peuvent s'en servir, faire une pression intolérable sur les femmes». Tandis que pour Florence Montreynaud, présidente de l'association «Les chiennes de garde», l’attitude de Rachida Dati est inexcusable car outre qu’elle divise les femmes en «superwoman» et «mauviettes» rappelle «l’exploit monstrueux des ouvrières des années 20 dont 20% accouchaient dans l’usine». Le gouvernement Sarkozy-Fillon n’était pas mécontent de la tournure que semble prendre ce débat. Et pour cause. Le retour aux allures héroïques de Rachida Dati lui offre un inestimable vecteur de communication sur la disponibilité des ministres et autres grands serviteurs de l’Etat en ces temps de crise où l’inquiétude, l’angoisse et la peur de l’avenir semblent paralyser l’humeur des Français. Le porte-parole du gouvernement Luc Chatel donne dans la récupération à gros sabots : «Rachida a toujours dit qu'être maman c'était le plus grand des bonheurs, mais en même temps qu'elle avait des fonctions importantes qu'elle continuerait à exercer, ce qui est tout à fait légitime». Mais c’est pour Rachida Dati elle-même, sa carrière, son destin et ses ambitions que cette performance de retour précipité devant les caméras a de vrais enjeux. Alors que son étoile palissait au fil des multiples disgrâces de l’Elysée, alors qu’on la disait exclue du premier cercle du pouvoir, plus proche de la sortie que de la promotion, un congé maternité classique aurait signé l’éjection assurée de la garde des Sceaux du casting gouvernemental, surtout à un moment où les démons du changement démangent sérieusement Nicolas Sarkozy. Le retour précoce de Rachida Dati, sa préférence tactique à garder les Sceaux plutôt que Zohra, pour reprendre le trait d’humour du «Canard enchainé» lui offre un bonus inattendu. La voilà qui subitement incarne la mère courage, prête à sacrifier sa vie privée pour servir. On la dit même disponible à tenter une candidature aux élections européennes en Iles-de- France, le même poste et les mêmes responsabilités qu’avait refusé l’autre symbole de la diversité Rama Yade au risque de provoquer l’une des colères les plus noires de Nicolas Sarkozy. Si avec tout cela, le retour d’affection n’est pas assuré, c’est à désespérer de tous les vaudous de la communication.

Le député islamiste Abdelbari Zemzmi appelle à l'interdiction du film «Amours voilées»

Abdelbari Zemzmi, député du parti Renaissance et Vertu, vient d’appeler à l’interdiction du film «Amours voilées» réalisé par le cinéaste Aziz Salmy. Cet appel relance la polémique entre cinéastes et islamistes, sur fond de liberté de création.
Une nouvelle partie de bras de fer s’annonce entre cinéastes et islamistes, douze jours avant la sortie en salles du film d’Aziz Salmy : «Amours voilées». L’ancien prédicateur de la mosquée «Al Hamra», à Casablanca, vient d’annoncer la couleur de cette bataille en ouvrant le feu sur le film. «Le réalisateur montre une fille voilée entretenir une relation illégale avec un jeune homme ; il montre également des filles voilées fumer du narguilé. Ce film véhicule un appel clair à l’abandon du voile », accuse Abdelbari Zemzmi, député du parti Renaissance et Vertu. Le réalisateur du film, Aziz Salmy, rejette l’accusation et invite M. Zemzmi à regarder d’abord le film avant de se lancer dans des jugements «hâtifs». «Ce que je regrette, c’est qu’il y ait des gens qui généralisent et qui portent des jugements hâtifs sur un film sans l’avoir vu», riposte le cinéaste Salmy, qui affirme se garder de toute «généralisation» en évoquant l’histoire de «Batoul», la fille voilée personnifiée par l’actrice franco-algérienne Hayat Belhalloufi. «Il s’agit d’une fille qui n’arrive pas à concilier entre sa vie sentimentale et sa vie religieuse, entre modernité et conservatisme, entre le divin et le charnel», explique le cinéaste, qui indique ne pas avoir l’intention de porter atteinte au port du voile. Mais ce n’est pas de cet oeil que le voit Abdelbari Zemzmi, même si ce dernier reconnaît n’avoir pas encore vu le film. «D’après ce que l’on m’a raconté, car je n’ai pas encore vu le film, c’est que ce dernier comporte un appel clair à l’abandon du voile», certifie le prédicateur Zemzmi. Le député ne compte pas s’arrêter à ce stade de la critique, il annonce à ALM sa décision de porter le «combat» au Parlement. «Je vais interpeller le ministre de la Communication pour obtenir l’interdiction du film, et je demande désormais au gouvernement d’assumer ses responsabilités», dit M. Zemzmi, en annonçant également son intention de poursuivre sa bataille sur les colonnes de la presse nationale. «Il est du devoir de tout citoyen musulman de contester ce film qui met en doute réellement la fonction du voile islamique, qui n’est après tout que l’expression extérieure d’une conviction religieuse», argue le prédicateur Zemzmi.
Face à cette polémique, surgit la question sur la liberté de création. Peut-on, alors, avoir recours à des critères moraux, pour expliquer une œuvre de création ? «Les artistes, qu’ils soient cinéastes, musiciens, ou artistes plasticiens, ont souvent recours au principe de liberté d’expression pour expliquer leurs errements », répond Abdelbari Zemzmi. «Je me demande si on a le droit d’utiliser l’argument de la liberté pour porter préjudice à la réputation du voile», s’interroge M. Zemzmi, sur le ton de l’accusation.
Mais au-delà du voile, «c’est la question du nudisme qui est en ligne de mire», observe un critique de cinéma. «Le film Amours voilées n’est pas le seul à avoir payé les frais des attaques islamistes, bien d’autres films avaient bien avant essuyé les foudres de l’obscurantisme», a-t-il rappelé. Il en veut pour exemple (et preuve) les films «Une minute de silence en moins» de Nabil Ayouch et le film «Marock» de la jeune cinéaste franco-marocaine Leïla Marrakchi. «Au-delà de ce que l’on peut dire sur le contenu de ces films, c’est l’arme de l’image qui semble déranger au plus haut point les gardiens du vieux temple», critique un observateur.

Maroc : 10 millions de touristes en 2010

La fréquentation touristique du Maroc est passée de 2,6 millions de visiteurs en 2000 à 7,4 millions en 2007. Début janvier 2009, le pays a accueilli son huit millionième visiteur. L’objectif d’atteindre 10 millions de touristes en 2010 est en voie d’être atteint rapporte Info Maroc. Au total en 2008, la fréquentation touristique du Maroc a progressé de 7% sur un an.

Arab report criticises limits of freedoms in the Maghreb

The Egypt-based CIHRS releases its first report detailing the human rights situation in the Maghreb and the Arab world.

The Cairo Institute for Human Rights Studies (CIHRS) released its first annual report last week, entitled "Exporting Terrorism to Exporting Repression". The report stresses that "the situation of human rights in the Arab world has increasingly deteriorated in 2008. Further, the already limited public and political freedoms in most countries have been subject to increased encroachments."

The CIHRS, founded in 1993 to promote human rights and democracy, evaluated 12 Arab countries, including Tunisia, Algeria and Morocco.

The report lauded Morocco's latest elections, calling the process "the relative best". However, it also noted that the elections revealed citizens' lack of confidence in the ability of political parties or the Parliament to "address declining living conditions, since the king is the main decision-maker."

The study was pessimistic about the transfer of power in Tunisia and Algeria. It noted that Algeria's referendum on the Constitution opened the way for President Abdelaziz Bouteflika to extend his mandate to a third term.

The CIHRS report stated that the Tunisian regime has deterred political figures from running in the October presidential elections, "thus more or less turning the elections into a referendum." Only three candidates have so far announced their candidacy to challenge President Zine El Abidine Ben Ali, who has been in office since 1987.

The report also accused the Arab League of siding with what it called despotic regimes. "The League supported leaders of the military coup in their violation of the rights of Mauritanians, robbing them of their right to choose their rulers based on democratic criteria. … The Arab League has become a platform for attacking freedom of expression, especially in satellite and electronic media."

In a statement to Magharebia, Tunisian student Maha Ben Naser questioned the relevance of such reports. "Culprits are never held accountable, and certainly never get punished," she said. "We have never heard of any official in the Arab world being tried on grounds of human rights violations."

Conversely, student Hatem Weslati, who reviewed the report's synopsis online, noted, "This is indeed quite an important step. We have often treated criticism from international organisations as meddling in our own affairs. But when censure comes from within, we need to open our eyes to the human rights violations taking place around us."

It is noteworthy that during the current year, the Arab League-affiliated Union of Radio and Television released a Code of Conduct for Arab satellite channels. Many Arab media professionals saw it as a manacle to curb and monitor freedom of expression.

Many satellite channels, such as Al Jazeera, refused to comply.

The CIHRS report also identified several countries, such as Algeria, Egypt and Saudi Arabia, as limiting religious freedom. The report frowned on many Arab regimes which failed to develop their societies, and instead forged alliances with the religious non-resistant Salafi movements.

"That, in turn, has resulted in enhancing religious extremism, and paves the way for further decline in human rights," the report concludes.

Arab League issues alarming new report on Maghreb, Arab youth illiteracy

At a recent conference in Tunisia, experts from across the Arab world shared strategies to combat adult illiteracy.

There are 99 million illiterate adults in Arab countries, accounting for 29.7% of the Arab world, according to an Arab League Educational, Cultural and Scientific Organisation (ALECSO) report presented Wednesday (January 7th) at a regional United Nations Educational, Scientific and Cultural Organisation (UNESCO) conference in Tunis.

This degree of illiteracy "poses a menace to social development of Arab nations", the ALECSO report said, stressing that those between 15 and 45 years of age are the most affected.

"The number of illiterates in the Maghreb region reached 20 million persons, which is indeed alarming, even though things differ from one state to another," UNESCO's Mohammed Abd Latief Kiem said.

"Tunisia and Libya managed to achieve good results thanks to the schooling efforts," he explained. "Algeria, Morocco and Mauritania, however, continue to suffer from illiteracy for a number of reasons."

At the conclusion of the three-day meeting, participants agreed that Arab countries must take immediate political, strategic and technical measures to improve the literacy rate, particularly for youth, women and rural populations.

Arab states face similar issues regarding literacy and adult education, Tunisian Minister of Social Affairs Ali Chaouch told the conference. One cause for concern: World Bank projected figures indicate that the number of children and adolescents who either fail to enrol in school education or who drop out will continue to rise.

Tunisia's national adult education initiative is seen as a good example of what a co-ordinated effort can achieve. Since its inception eight years ago, the "For a Tunisia of Tomorrow" literacy programme has educated 461,225 people, of whom 34% were below the age of 30. The Tunisian government is further striving to reduce the illiteracy rate for those under age 30 to less than 1%. For some other Arab nations, however, it may prove difficult to mark similar gains.

"The illiteracy rate is linked to the crises that take place in the Arab region on one hand, and to economic problems and poverty on the other," said Abd Fateh Abid of the Syrian Ministry of Culture.

Palestinian education ministry official Guadir Founoun attributed illiteracy in the Arab region to the lack of attention devoted to training adult-education teachers.

The difficulty in achieving successful adult education in the Arab region, added Abdel Moneim Osman, UNESCO's Beirut office manager, "is surely linked to the lack of resources".

Adult education must be included in national plans for education and development, participants at the ALECSO/UNESCO Tunis conference agreed, urging governments to increase the use of information technology and employ the Arab Fund for Adult Education.

ALECSO called on official institutions, civil society organisations and the private sector in Arab states to lay down a common adult education mechanism to eradicate illiteracy.

The UN has set a 2015 target date for raising the adult literacy rate by 50%.

Morocco to give financial backing to music industry

Under a new decree, the Moroccan government will provide financial assistance to musicians and songwriters who produce Moroccan music.

Moroccan music is about to receive an official boost. The government decided on Thursday (January 8th) to grant financial assistance to Moroccan songsters.

During a weekly cabinet meeting, Culture Minister Touriya Jabrane explained that the measure is aimed at supporting singers, lyricists, composers, distributors, musicians and the promotion of Moroccan song.

Jabrane said laws will be drafted in consultation with Moroccan artists, establishing criteria specific to the type of assistance granted. A committee will also be set up to review applications. Each year some fifteen or so projects will benefit from this support, up to a maximum limit of 300,000 dirhams.

The move comes in response to calls for help by music professionals. Under the terms of the decree, all categories of musicians will be able to receive subsidies to assist them with their work. The measure relates to two aspects of music: songwriting and producing, and the promotion of the Moroccan music industry.

The initiative has been hailed by musicians. Ahmed Alaoui, President of the Moroccan Musicians' Union, said it was high time the government spared a thought for the long-neglected sector. He stressed that officials must also combat piracy to guarantee artists' rights.

Over the last few years, many artists have expressed concern at the impact of piracy on their earnings. "If we don't put a stop to piracy, there will be no one producing songs in Morocco within a few years' time," said singer-songwriter Malek.

Other artists, including singer Hayat Al Idrissi, believe that the biggest problem facing Moroccan singers is distribution, since the Moroccan market lacks a distributor capable of promoting songs abroad.

Arts critic Mohamed Ibrahimi said the culture ministry is partly to blame for the deterioration of the Moroccan songwriting industry, because it has held a large number of international cultural events promoting foreign cultures over Moroccan culture. He also believes the quota for the broadcasting of Moroccan songs on public channels is no higher than 5%.

"The public is constantly being exposed to foreign songs," he said. "This is the direction in which people's tastes are being led, and it is harming Moroccan artists."

Many Moroccans take a nostalgic view of the glory years of Moroccan songwriting during the 1970s, when production was prolific.

Salima Bendou, a student, is hopeful that the Moroccan songwriting industry will prosper and compete with Lebanese and Egyptian songsters. "I'd really like to see other Arab countries taking up Moroccan songs. A few Lebanese Arab singers have already begun singing songs in the Moroccan dialect. That proves the future's bright. We just need production companies to be prepared to go further in this direction," she said.

Palestine:Israël persiste à bombarder Gaza

L’artillerie et l’aviation israéliennes ont bombardé dimanche la ville de Gaza après qu’Israël eut menacé d’intensifier son offensive, dans laquelle ont péri plus de 860 Palestiniens en 16 jours. Malgré le nombre croissant des victimes et les destructions, le chef en exil du Hamas qui contrôle la bande de Gaza, Khaled Mechaal, a rejeté dans un discours pugnace toute négociation d’une trêve « sous le feu ». Ignorant la résolution du Conseil de sécurité de l’ONU appelant jeudi à un cessez-le-feu immédiat, l’armée israélienne a continué ses opérations sur le territoire palestinien menant avant l’aube des raids aériens et bombardant à l’artillerie plusieurs secteurs notamment dans Gaza-ville. Quatre Palestiniens ont été tués et des dizaines blessés, selon des sources médicales. Un médecin palestinien, le Dr Youssef Abou Rich, a affirmé que l’armée utilisait des bombes au phosphore blanc, des munitions controversées. Mais l’armée a catégoriquement démenti. Selon des témoins, des chars sont entrés à l’aube dans le quartier de cheikh Ajlin, à la périphérie de la ville de Gaza. Ils ont également bombardé le quartier de Tall al-Hawa dans le centre de la ville ainsi que celui de Zeitoun.

Les mouvements Hamas et Jihad islamique ont affirmé que plusieurs personnes avaient été blessées dans des combats entre combattants et soldats à cheikh Ajlin. Les combattants placent des bombes en bord de route pour tenter d’empêcher l’avancée des chars, selon eux. La veille, l’aviation israélienne a largué des milliers de tracts sur Gaza avertissant la population d’une prochaine « intensification des opérations contre les tunnels, les dépôts d’armes, et les terroristes dans toute la bande de Gaza ».Le Hamas « a subi un coup sévère et nous devons continuer jusqu’à ce que le calme règne dans le sud » d’Israël, a dit un porte-parole militaire, le commandant Jacob Dallal, en référence aux tirs de roquettes, assurant que les capacités militaires du Hamas avaient été diminuées.Mais quelques heures plus tard, dans un discours à la télévision publique syrienne, M. Mechaal, basé à Damas, a affirmé que l’armée israélienne n’avait « atteint aucun de ses objectifs ».

« Nous n’acceptons pas de négocier d’une trêve sous le feu dirigé contre nous », a-t-il ajouté en réclamant « en premier la fin immédiate de l’agression, puis le retrait immédiat des forces ennemies de Gaza et ensuite la levée du siège de Gaza ».Samedi, au moins 28 Palestiniens ont péri dont un responsable militaire du Hamas chargé des tirs de roquettes, selon des sources médicales palestiniennes. Selon un dernier bilan du chef des services d’urgence palestiniens Mouawiya Hassanein, plus de 860 Palestiniens ont été tués, dont 270 enfants et 98 femmes et des dizaines d’autres civils, et plus de 3.700 blessés depuis le début de l’offensive le 27 décembre. Côté israélien, trois civils et 10 soldats ont été tués, selon l’armée. L’armée israélienne a affirmé avoir tué 550 combattants palestiniens depuis le début des opérations, 250 durant la phase des raids aériens et 300 lors de l’offensive terrestre. Sur le front humanitaire, l’Agence de l’ONU d’aide aux réfugiés palestiniens (Unrwa) a annoncé une imminente reprise de la distribution d’aide humanitaire, disant avoir reçu de la part d’Israël « des assurances crédibles que la sécurité des personnels de l’ONU » serait « pleinement respectée ».

« La situation des civils devient de plus en plus précaire », a averti pour sa part la Croix-Rouge internationale.Un million de personnes vivent sans électricité dans ce territoire pauvre et surpeuplé, 750.000 sont sans eau et les hôpitaux fonctionnent grâce à des générateurs de secours, selon l’ONU. La décision de poursuivre la guerre a été prise vendredi par le cabinet de sécurité. Le Premier ministre Ehud Olmert a jugé la résolution de l’ONU « inapplicable » en raison de la poursuite des tirs de roquettes. L’objectif déclaré de l’offensive est de détruire les capacités du Hamas à lancer des roquettes et à faire entrer clandestinement des armes à Gaza via la frontière avec l’Egypte. Entre-temps, les efforts diplomatiques continuent de même que les manifestations dans plusieurs capitales du monde pour réclamer l’arrêt de l’offensive. Au Caire, où se trouvait le président palestinien Mahmoud Abbas, une délégation du Hamas devait poursuivre ses discussions sur l’initiative du président Hosni Moubarak.

Ce dernier a proposé un plan prévoyant « un cessez-le-feu immédiat pour une période limitée », permettant l’établissement de couloirs humanitaires et laissant le temps à l’Egypte d’œuvrer pour un cessez-le-feu « global et définitif ». Abbas, qui n’exerce aucun contrôle à Gaza d’où il a été délogé par le Hamas en 2007, a exhorté ce mouvement à accepter le plan égyptien et appelé au déploiement d’une force internationale à Gaza chargée de protéger les civils, ce que le Hamas rejette. Arrivée à El Arich d’un septième avion d’aide humanitaire marocaine destinée aux Palestiniens

Un nouvel avion militaire marocain avec à bord environ 15 tonnes d’aides humanitaires marocaines aux populations palestiniennes à Gaza est arrivé lundi à l’aéroport égyptien d’El Arich (380 km au nord du Caire) en application des Hautes instructions de SM le Roi Mohammed VI. Il s’agit du 7-ème appareil militaire à acheminer l’aide humanitaire marocaine, constituée de denrées alimentaires de base, de médicaments, de produits pharmaceutiques, de matériel médical et de couvertures, destinée aux Palestiniens de Gaza victimes de l’agression israélienne. Depuis vendredi dernier plus de 90 tonnes d’aides ont été acheminées à travers un pont aérien mis en place dans le cadre d’une opération humanitaire lancée sur Hautes instructions de SM le Roi, en signe de solidarité du Royaume du Maroc avec le peuple palestinien dans cette douloureuse épreuve. Une grande partie de ces aides a été remise samedi et dimanche au Croissant rouge palestinien, au point de passage de Rafah, à la frontière internationale de l’Egypte avec la bande de Gaza. تُعرّف المجلة بنفسها على موقعها الإلكتروني بأنها "مشروع ثقافي وفكري وأدبي وعلمي وفني جدّي. وتطلـّب الكثير من التفكير والتمحيص قبل أن يتبلور ويتكّون".

تدير المشروع وتترأس هيئة التحرير الصحافية والشاعرة اللبنانية جومانا حداد محررة الصفحة الثقافية في صحيفة النهار اللبنانية. وترى حداد أن الحياة الثقافية العربية باتت مهيأة لقبول مشروع من هذا القبيل. عن هدف المجلة الرائدة تقول جمانة حداد:

"نحن نتوق إلى سد حاجة. وهذه المجلة هي حاجة في ثقافتنا العربية لأن الجسد هو حقيقتنا جميعا. ولكن هذا الجسد مُغيب عن حياتنا ولغتنا وثقافتنا العربية، وإذا كان يحضر فهو يحضر مشوهاً أو مهاناً أو ناقصاً. لهذا تهدف المجلة أن تعيد الاعتبار لهذا الجسد الإنساني واللغوي".

ترى الصحافية حداد بأن المجلة ربما لا تساهم في تحويل موضوع الجسد ليكون من البديهيات في الثقافة العربية في زمن قريب إلا أنها تأمل أن تساهم المجلة في "في جعل مقاربتنا للجسد أكثر عفوية وعمقاً ووعياً".

تقول الصحافية والشاعرة إن المجلة ترتكز في الدرجة الأولى على الحرية المطلقة وأنها لم ترسم أي خطوط حمراء لنفسها لذلك فإن الرقابة الإعلامية أبرز التحديات التي تواجهها المجلة. لكن حداد أردفت قائلة إن المجلة "لكي تعيش ستحاول أن توسع لنفسها مكانا في قلب الثقافة العربية. وهذا لن يكون إلا بخض أسس هذه الثقافة من طريق العقل والخلق".

فكرة المجلة انبعثت عن رغبة الصحافية المؤسسة إعادة الاعتبار للجسد في الثقافة العربية. تقول حداد:

"حياتنا مضروبة في الصميم في العالم العربي لأنها حياة مدمرة. هنالك عقود متراكمة من النفاق والخداع والممالأة والقهر. نحن كما نقول في لبنان نريد الشيء ونبصق عليه. في العلن ننتقد ونهاجم بينما غالبيتنا تمارس أموراً كثيراً تدينها علنا وليس لديها الشجاعة أن تتكلم عن الأمور في العلن".

تتهم الصحافية في إعلان المجلة على موقعها الإلكتروني بعض المثقفين العرب بالشيزوفرينية حيث تقول:

"هكذا غالبيتنا: تنهي عن المنكر بيد وتمارس الدعارة الفكرية باليد الثانية. توضح الصحافية هذا الانتقاد قائلة:

"غالباً ما يكون الحديث عن الجسد والعري جيداً ومحبوباً ما دام الآخر هو الذي يكتبه ويقوله. نشيّد مسافةً سميكة تفصلنا عن المسائل الحساسة، فلا نلامسها ملامسة مباشرة، ولا نقترب منها، ولا نخاطبها إلاّ بطريقة ملتوية. لأجل ذلك لا اعتقد أني كنت مغالية في انتقادي هذا. كفانا مقاربة لأجسادنا وحيواتنا بهذه الطريقة الدونية أو الملتبسة، بهذا الإحساس بالخجل والعار، كما لو أننا نرتكب جريمة".

President’s message submitted to Moroccan king

TEHRAN (IRNA) -- A written message from President Mahmoud Ahmadinejad on the humanitarian crisis in Gaza was handed over to Moroccan King Mohamed VI on Friday.

The message was handed over to Moroccan Prime Minister Abbas El Fassi by Iran’s Vice-President for Legal and Parliamentary Affairs, Mohammad-Reza Rahimi.

During the meeting, the two sides expressed outrage at massacre of defenseless people in Gaza and underscored the need for making efforts by the Muslim states to stop Israeli crimes in Gaza.

Helping Morocco's outcast single mothers

Khadija's baby Noha is almost one year old and is her mother's greatest joy.

But in deeply religious and conservative Morocco, Noha is also Khadija's greatest problem.

Khadija was not married to her child's father - and Moroccan society finds it very difficult to accept children born out of wedlock.

"I used to go out with a man and he promised we would get married," she says.

"But when I got pregnant he didn't want to know me any more."

Cast out

Khadija, whose pretty face regularly breaks into a slow but frank smile, was also cast out by her family.

She came to Casablanca to give birth, and then stumbled across the Feminine Solidarity Association.

The non-governmental organisation found her a place to live, a small and simply-furnished room with few adornments round the corner from the centre it runs.

At the centre she is learning a trade - making the sweet pastries that Moroccans prize so highly.

The women in the centre learn to cook, make pastries or sew.

The results of their work are sold to the public - the association even has a restaurant.

And crucially the centre has a creche, where the babies are looked after while the mothers work.

After a stay of up to three years, they leave, but armed with a new skill which will hopefully allow them to earn money to support their children.

The centre is the life's work of Aicha Ech Chana, a woman of formidable purpose and drive, who is outraged by the way Morocco treats single mothers.

She quotes from the Koran to show why mothers should not be rejected even if they are unmarried, and bubbles with energy when dissecting the social conventions that shun the girls she looks out for.

"Even intellectuals don't accept the idea of single mothers," she says.

"They think of adoption. But the biological mother is always the best parent.

"Single mothers are now more aware of their rights, they know the father should accept his child. But to make him get married is another issue."

Growing problem

Anthropologist Jamila Bargach is an expert on the issue.

"Single mothers are, generally speaking, considered as pariahs," she explains.

"It's considered an affront to the family, to the neighbourhood, to the city and to the person."

Although no statistics exist, it seems likely the vast majority of single mothers are rejected by their families, whatever part of society they come from.

It is a growing problem too, as - in the eyes of Morocco's conservatives - young Moroccans copy the sexual habits of the decadent West.

Ms Bargach says what single mothers experience is hugely difficult for both the mother and her child.

"The women itself, it takes them a long time to forgive themselves for what they have done, and also to establish a sane relationship with their child.

"The child is there to remind her she has done something that was the cause of the rejection of the family, so it is an extremely difficult situation," she explains.

Both Ms Bargach and Ms Ech Chana say the father needs to take greater responsibility when children are born outside of marriage, and there have been some tentative legal steps to push fathers in this direction.

Nevertheless, life as a single mother is extremely difficult.

Khadija is one of the lucky ones - thanks in part to the efforts of the centre, her family has decided to welcome her back into the fold.

But many other women have to bring up their children alone, in the most difficult of circumstances.

إتهام إسباني بالنصب والاحتيال وممارسة الجنس فى المغرب

أحالت الشرطة القضائية بمدينة بنسليمان إسبانيا "58 عاما" الى المحكمة الابتدائية بعد ان وجهت له تهم النصب والاحتيال والعلاقة الجنسية غير الشرعية الناتج عنها ولادة.

وكانت الشرطة القضائية قد أصدرت في حق الاسبانى ويدعى بيدرو في 2008 مذكرة بحث وطنية وإغلاق الحدود في وجهه، وذلك بعد ما تقدم 23 ضحية بشكاية ضده وضد وسطاء له هم فاطمة الزهراء وأمها زينب وفاطنة وزوجها محمد، يدعون فيها أنهم قدموا للمتهمين مبالغ تتراوح ما بين 40 و 60 ألف درهم مقابل تهجيرهم بشكل قانوني الى إسبانيا.

وفي إحدى الليالي ترصد مجموعة من الضحايا للمتهم بيدرو بينما كان يهم بركوب سيارته إلا انه تمكن من الإفلات منهم فيما حجزت الشرطة القضائية السيارة للتحفظ عليها، الى حين توقيف المتهم وفي حينه استمعت الشرطة القضائية لأقوال كل من اتهموا بالوساطة وتم إخلاء سبيلهم الى أن تم توقيف "بيدرو" بميناء طنجة فى 24 ديسمبر 2008 بعدما كان مغادرا للتراب الوطني بجواز سفره الدولي وليس الاسباني.

وعند ترحيله الى بنسليمان والتحقيق معه أفاد بأنه يملك شركة فلاحية بإسبانيا، وكان يتردد على المغرب بكثرة منذ سنة 2000 وأنه سنة 2003 التقى المسماة فاطمة بمدينة أكادير وربط معها علاقة جنسية وهي التي شجعته على القدوم معها الى بنسليمان ولما تبين له بأن شبابا كثر بدون عمل قرر مساعدتهم وفعلا مكن 20 شابة وشابا من السفر والعمل بإسبانيا بشكل قانوني، كما ادعى بأنه لم يسبق له أن التقى المشتكين إلا القليل منهم وبالتالي، دفع بكونه هو أيضا قد يكون ضحية خليلته وأمها وفاطنة وزوجها.

وعند ذيوع خبر اعتقال بيدرو اختفت فاطمة وأمها زينب وتم إصدار مذكرة بحث وطنية في حقهما، فيما تم اعتقال فاطنة وزوجها وتبين أن علاقة بيدرو بهذه الأسرة جاءت بعدما، مكن هذا الاخير ابنتهما سعاد من العمل بإسبانيا بشكل قانوني لكن مع ربط علاقة جنسية معها نتج عنها ولادة غير شرعية. علما أن العلاقة غير شرعية الأولى بين بيدرو وفاطمة نتج عنها هي أيضا ولادة بنت توفيت في يومها الثالث ورسميا وصل عدد الضحايا المشتكون الى 32 ضحية ومن المنتظر أن يتضاعف هذا العدد

S.A.R. la Princesse Lalla Amina préside la cérémonie de remise de la Coupe du Trône

L'association de l'Amitié marocaine des handicapés remporte la 7e édition
Son Altesse Royale la Princesse Lalla Amina, présidente de Special Olympics Maroc, a présidé samedi 10 janvier à Tétouan la finale de la 7e édition de la coupe du Trône de football en salle pour les joueurs déficients mentaux. La finale a opposé l'équipe représentant l'association de l'Amitié marocaine des handicapés de Casablanca et l'équipe représentant l'association Hanane Tétouan.

Cette dernière s'est inclinée au terme d'une confrontation largement dominée par les Casablanacais: 5 buts à 1. L'association de l'Amitié marocaine des handicapés de Casablanca a remporté ainsi haut la main la 7e édition de cette coupe du Trône.

Le capitaine de l'équipe vainqueur a reçu la prestigieuse coupe des mains de Son Altesse Royale la Princesse Lalla Amina au milieu des ovations et des applaudissements du public. S.A.R. la Princesse Lalla Amina a remis également les médailles aux équipes de l'association Hanane Tétouan (2e place), de l'association Al Amal des personnes handicapées mentales et physiques de Meknès (3e place) et de l'association Club Al Amal des champions sportifs de Meknès (4e place). La cérémonie d'ouverture de cette finale de la coupe du Trône de football en salle pour les joueurs déficients mentaux a été marquée par des représentations artistiques jouées par des enfants handicapés de l'association Hanane Tétouan.

Elle a été caractérisée également par l'allocution prononcée par un athlète déficient mental dans laquelle il a mis l'accent sur « la haute sollicitude dont S.A.R. la princesse Lalla Amina entoure les sportifs de Special Olympics Maroc» et sur «les excellentes performances qu'ils on pu réaliser à l'échelle nationale et internationale». La cérémonie a été marquée enfin par la lecture de la «fatiha» pour le repos des âmes des martyrs de Gaza. Organisée dans le cadre de la célébration de la journée mondiale des handicapés, la finale de cette 7e édition de la coupe du Trône entre dans le cadre des efforts déployés par Special Olympics Maroc en vue de promouvoir les compétences et les capacités techniques et sportives des athlètes handicapés mentaux et pour favoriser leur épanouissement psychosocial.

Dans le même élan de solidarité, les foules brandissaient les drapeaux palestiniens manifestant ainsi leur soutien à la population de l'Etat de Palestine en général et les Gazaouis en particulier.

Le Royaume du Maroc, fidèle à ses engagements n'a de cesse de soutenir le peuple palestinien sur tous les plans. D'ailleurs, dès le début de l'offensive israélienne, la diplomatie marocaine s'est activée au niveau de toutes les instances internationales.Par la voix de son ministre des Affaires étrangères, le Maroc a condamné les raids aériens et exigé leur arrêt définitif. Et outre l'aide initiée au profit de la population de Gaza (médicaments et denrées alimentaires), S.M. le Roi a donné ses instructions au gouvernement et à Bank Al Maghrib d'ouvrir un compte spécial « Compte d'aide à la Palestine » pour permettre aux Citoyens marocains de participer à la mobilisation et au soutien du peuple palestinien. sraël a voulu marquer le début de l'an 2009 de la même manière qu'il s'était installé, en perpétrant des massacres contre le peuple palestinien. L'offensive du Tsahal « plomb durci », baptisée d'après une comptine enfantine du poète Haïm Nahman Bialik pour la Hanoukka, est entrée dans sa troisième phase. La quatrième serait en cours de préparation et dans l'attente du feu vert du gouvernement de Tel-Aviv. Elle serait prévue pour l'après 20 janvier. Janvier 2009. Le désespoir dans la bande de Gaza s'approfondit chaque jour, selon un plan déployé avec l'aval de plusieurs responsables gouvernementaux qui s'entrecroisent dans les couloirs aériens. L'UA est un redoutable poison chimique et radiologique qui brûle facilement à l'impact et se réduit à 90% en particules radioactives extrêmement petites (particules nanométriques de quelques milliardièmes de mètre) qui échappent à tout type de masque à gaz. Le prix à payer pour cette offensive insensée sera très lourd. Une force internationale telle la Finul n'est pas d'actualité. D'ailleurs, même les murs de bâtiments onusiens n'ont pas été épargnés. Cependant, il serait étonnant qu'Israël accepte sérieusement de discuter de quoi que ce soit s'il n'obtient pas la garantie que le Hamas cesse d'abord ses tirs de roquettes, une tâche qui repose sur la Syrie en particulier et les pays arabes connus pour être modérés. Pour ces derniers, leur approche et démarche ont toujours été respectées et prises en considération par les dirigeants palestiniens qu'israélien. Soit, du bureau politique du Hamas, basé à Damas, Khalid Meshaal a déclaré : « La logique de ceux qui veulent que nous cessions de résister est absurde ». Aussi, la déclaration de l'an dernier de Richard Falk, rapporteur spécial du Conseil des droits de l'Homme des Nations unies pour la Palestine est toujours d'actualité : « Est-ce une exagération irresponsable que d'associer le traitement des Palestiniens aux pratiques d'atrocité collectives des nazis ?...La suggestion que ce schéma de conduite est un holocauste en train de se faire représente un appel assez désespéré aux gouvernements du monde et à l'opinion publique internationale à ce qu'ils agissent pour empêcher que ces tendances actuelles au génocide n'aboutissent à une tragédie collective ». Il n'en demeure pas moins que si Israël décide de créer un second front, la région s'embraserait. Les israéliens sont à la croisée des chemins. A date d'aujourd'hui, Israël a toujours fixé des conditions préalables, pense-t-il qu'il a le droit exclusif de continuer ainsi ?

كيف أغير من زوجي..

أنا سيدة متزوجة من رجل فاضل جدا؛ فنحن جامعيان، ولكنّ بيننا اختلافًا كبيرًا في الطباع؛ فأنا اجتماعية وهو ليس كذلك.. أنا عصبية وهو هادئ.. أنا لدي خبرة إلى حد ما بالحياة، وهو لا يعلم إلا الجانب الوردي؛ حتى إنه تعرض لكثير من المشاكل في عمله بسبب طيبته.

لكن المشكلة فيّ أنا، وهي عصبيتي لا أستطيع السكوت على الخطأ، وطيبته الزائدة والتي تصل إلى حد استهزاء الناس به وعدم احترامه، وهضم حقوقه حتى منامه.. وهذا يجعلني أتعصب عليه.

ماذا أفعل حتى أجعله يتغير، وأحافظ على بيتي وعلى كرامة زوجي؟

ولماذا لا تتغيرين أنت؟
أقف عاجزة أمام بعض المشاكل.. ولا أعرف ما الذي يمكن أن أقوله بعد كل الذي قيل من قبل.. فالحديث عن اختلاف الطباع والأمزجة بين الأزواج، والذي يخلق نوعًا من المشاكل حديث مكرر جدا ولا جديد فيه.. وفكرة بعض الزوجات عن إمكانية تغيير الزوج وإعادة تشكيله لما تراه في صالحه فكرة تم بحثها وتفنيدها.. وكل ما يمكن أن يقال قد قيل بالفعل، ولكن لا مانع من إعادته مرة أخرى.

وأبدأه عادة بنفس السؤال ''البايخ'': ألم تلاحظي ذلك في فترة الخطوبة؟ أكيد لاحظت أنه هادئ.. أكيد لاحظت أنه غير حيوي.. أكيد لاحظت أنه أطيب من اللازم.. أكيد لفت نظرك أنه يترك الآخرين يفعلون ما يشاءون معه.. ومع ذلك قبلت الزواج، واستعددت له، وقمت بعمل فرح، وأعددت كل شيء.. فلماذا تجعلينه يدفع ثمن معلومة قديمة الآن؟

لماذا تتعصبين عليه وكأنه طفل مذنب بلا عقل ولا تفكير.. لماذا تريدين أن تغيريه هو؟ لماذا لا تتغيرين أنت؟ لماذا ترين أنك أفضل منه؟ ألأنك عصبية وهو هادئ؟ ومنذ متى كانت العصبية ميزة؟ أم لأن لك خبرة بالحياة أكثر منه؟ ومن قال إنه يحتاجها؟ من قال إنه ليس شخصًا يحيا في سلام مع نفسه ومكتف تماما بما يحصل عليه من الناس ولا يهتم ولا يبالي إن شعروا هم أنهم ضحكوا عليه؟ من قال إن استهزاءهم به يؤذيه؟ ربما هو يراهم صغارًا -وهم كذلك فعلا- لأن من يستهزئ بإنسان هو شخص عاجز لا قوة لديه لمواجهة الفكرة بفكرة، أو بتصرف ناضج...

حتى لا تتوهي مني يا ابنتي أقول لك.. لا أحد يتغير إلا أذا أراد هو شخصيا أن يتغير.. لأن التغيير يستلزم قوة إرادة دافعة للتخلص من المشكلة المراد تغييرها.. وأنا أرى أنك أنت من يحترق لتغييره.. وهذا ليس عدلا.. فلا دخل لك في ذلك؛ فهو ليس طفلا تشكلينه وتربينه.. حتى طفلك لو فاتتك المرحلة الأولى من حياته فلن تستطيعي أن تغيري من طباعه التي اكتسبها شيئا، ثم إنك اخترته ووافقت على الزواج به، وهذا هو طبعه وشخصه وكيانه.

إذا كان هو شخصيا يشعر برغبة في تغيير نفسه لأنه لمس فيها ضعفا أو رأى منها تهاونا، أو حتى اكتشف أنه يحتاج لأن يكون أكثر حزما وانفتاحا على العالم.. فما عليه إلا أن يتصل هو بأي برنامج تدريبي سواء على موقع إسلام أون لاين، أو في أي مكان آخر ليتعرف على كيفية التخلص من العادات أو الطبائع السيئة وكيفية اكتساب غيرها.. علاوة على برامج تنمية مهارات التفاوض والاتصال التي ستغير حتما من أسلوب تناوله لتصرفاته مع الناس.

ونصيحتي أن تحاولي التأقلم مع طبيعته.. وأن تحترميه ولا تتعصبي عليه؛ فهو زوجك وليس تلميذًا في فصل أنت معلمته؛ فأنت من تهدر كرامته لو تطاولت عليه.. وأنت من سيحاسبها الله تعالى عز وجل إن أسأت معاملته.. ولم تنزليه مكانته التي فرضها الله له عندما قبلت الزواج به.

السلطات الفرنسية تحظر بث قناة "الأقصى" الفضائية

حظرت السلطات الفرنسية بث قناة "الأقصى" الفضائية، التابعة لحركة المقاومة الإسلامية "حماس"، وهو القرار الذي جاء نتيجة ضغوط العديد من منظمات اللوبي الصهيوني في فرنسا وأمريكا.

وأعلنت سلطات البث الفرنسية حظر قناة "الأقصى" الفضائية من الظهور على الأقمار الصناعية التابعة لشركة يوتيلسات الفرنسية، وهو الإجراء الذي رحبتُ به اللجنة الأمريكية اليهودية، وهي من أكثر المنظمات الموالية للكيان الصهيوني نفوذًا في الولايات المتحدة، معتبرةً أنه سيحد بشكلٍ كبيرٍ من وصول القناة إلى الأراضي الأوروبية.

وذكرت اللجنة الأمريكية اليهودية إن هذا الإجراء جاء نتيجة دعوات اللجنة المتكررة للسلطات الفرنسية، لحظر القناة التي وصفتها بأنها "تنتهك المعايير الأوروبية الخاصة بالتحريض على التعصب والعنف".

كانت فرنسا قد حظرت في السابق بث قناة "المنار" اللبنانية، التابعة لحزب الله، تحت ضغوطٍ من الكيان الصهيوني والمنظمات الموالية لها في أوروبا.

يُذكر أن مقر قناة "الأقصى" الفضائية في غزة كان قد تعرَّض لقصف طائرات الاحتلال الصهيوني في بداية العدوان الجاري على القطاع منذ 27 ديسمبر 2008م، وهو ما أدانه الاتحاد الدولي للصحفيين، الذي اعتبر أن الكيان الصهيوني ينتهك القانون الدولي باستهدافه لمؤسسة إعلامية.

WASHINGTON: Over 20,000 people from around the United States assembled in front of the White House on Saturday and marched across the streets of Washington in the first national demonstration, opposing the Israeli military invasion of Gaza.

“We are calling for the immediate end of the siege on Gaza and the immediate end to all US aid to Israel,” said Mike Prysner, member of the Answer coalition and one of the rally organizers.

The rally, which started at the Lafayette Park — in front of the White House and in close proximity to the Hay-Adams Hotel where President-elect Barrak Obama is currently residing — passed by the Washington offices of Lockheed Martin, which is a central part of the US military’s industrial complex that manufactures F-16 fighter jets that are used to bomb Gaza. Sentiments in support of Gaza resonated across the streets of Washington; “Not a penny, not a dime, free Palestine,” chanted the multiethnic crowd at the demonstration.

American demonstrators stressed that the violence in Gaza was made possible through the United States funding of Israel, in which $15 million of American taxpayers money is sent to Israel on a daily basis.

“We are really seeing people coming out in a way that they haven’t in the past,” said Prysner, about the numbers of people attending the demonstration. While there have been many protests across the US, some on a daily basis, this was the first national demonstration for Gaza.

The march then moved on to the Caterpillar corporation that manufactures the bulldozers used by the Israeli army to flatten homes in Gaza, all while chanting for Gaza and carrying slogans to end the violence. The rally also passed by the Washington Post’s office, which was criticized by the demonstrators to have a biased and misleading coverage of the situation in Gaza.

Zan Garety from Ithica, New York, said, “We are here because we have the constitutional right to be here and to speak and we need to speak for diversity of all people and human rights for all people.”

“I deplore the US’s blind support for Israel and deplore the fact that it is American bombs and missiles and bullets killing Palestinian women and children,” said Michael Jubran, who is a Palestinian American protesting for an end to the violence. “I think the American people need to be enlightened to the fact that their tax money is going to support a garrison state that is based on racism and prejudice,” he added.

Calls for leaders of the Arab world to take a more active position in this crisis were made by many of the demonstrators. Rawan Mustafa, an Arab American, came to the national demonstration from New Jersy. “I feel that immediate action has to be taken...the Arab nations and the Arab leaders have to come together and stand up for the Palestinians and boycott Israel,” she said in frustration.

On the pavement opposite the park were another, much smaller, group of protesters. Carrying Israeli and American flags, were Americans demonstrating in support of Israel.

Red Cross halts Gaza operation

GAZA CITY: The international Red Cross halted its service of escorting Palestinian ambulances in the Gaza Strip yesterday after one of its ambulances came under fire on Saturday night. The Red Cross decision was announced by spokesman Iyad Nasr.

Israeli forces have targeted several ambulances during the fighting. The Red Cross escorts are meant to provide extra protection to Palestinian ambulances and guarantee that all occupants are civilians.

On Thursday, the United Nations halted aid distribution among Gaza’s 1.5 million impoverished residents after two of its workers were killed in Israeli firing. The UN Relief and Works Agency (UNRWA) yesterday resumed its operations.

Palestinian fighters ambushed a column of Israeli troops yesterday in one of the heaviest fighting so far in the 16-day-old war. Palestinians said Israeli troops moved to within one kilometer of Gaza City’s southern neighborhoods, and within half a kilometer of the northern neighborhood of Sheikh Ajleen.

The fighting in Sheikh Ajleen erupted before dawn and continued into the morning as Israeli infantrymen and tanks advanced toward Gaza City and its approximately 400,000 residents.

“We are safe, but we don’t know for how long,” said Khamis Alawi, 44, who huddled with his wife and six children in their kitchen. He said bullets riddled his walls and several came in through the windows.

Hamas and Islamic Jihad said they ambushed the Israelis. Gunfire subsided in the early afternoon, with the Israelis in control of buildings on the neighborhood’s outskirts. Israeli tanks later withdrew from the area.

At least 29 Palestinians were killed yesterday, more than half of them civilians, medical workers said. The medics put the Palestinian casualty toll to at least 885 dead, including 275 children, and another 3,620 wounded. Ten Israeli soldiers and three civilians have been killed in combat or in rocket attacks.

Three Egyptian policemen and two children were wounded by shrapnel during Israeli airstrikes near the Rafah border crossing between Egypt and the Gaza Strip. Two of the policemen, both officers, were seriously wounded and were in stable condition. The children, aged two and five, and another policeman suffered light wounds, an official said. The airstrikes appeared to be targeting smuggling tunnels about 400 meters from the Egyptian border, he added.

Witnesses said Israeli warplanes have been flying over Egyptian territory during their bombing runs. The witnesses, who did not want to be identified, said they had seen the Israeli planes fly over on several occasions, often at such low altitude that it was clear they were over Egyptian territory.

The Israeli Army claimed its troops on the Golan Heights came under small arms fire from Syria yesterday and that, although no one was hurt, it had complained to the United Nations force that monitors the frontier.

“Israel is getting close to achieving the goals it set for itself,” Prime Minister Ehud Olmert told his Cabinet in Jerusalem, giving no time frame for an end to the war on Palestinians.

But Israeli officials suggested the Jewish state was nearing the end of its offensive. “The decision of the (UN) Security Council doesn’t give us much leeway,” Deputy Defense Minister Matan Vilnai told public radio. “Thus it would seem that we are close to ending the ground operation and ending the operation altogether.”

With no sign of a Palestinian surrender despite colossal losses, Israel expressed frustration over its inability to assassinate the Hamas leadership. It accused Hamas leaders in the Gaza Strip of hiding in foreign diplomatic missions in an effort to elude Israeli forces.

“The leaders of Hamas and the armed wing are hiding in bunkers, hospitals and foreign missions,” Israeli Cabinet Secretary Oved Yehezkel told reporters.

He did not name the missions. Few countries have diplomatic missions in Gaza and even Egypt has withdrawn its staff.

Arab League Secretary-General Amr Moussa said Qatar had asked for an urgent meeting of Arab foreign ministers to discuss ways to end the Israeli offensive.

He said he had started consultation with the league’s 22 member-states to set a date for the meeting and speculated it could be held in Kuwait, which is hosting an Arab economic summit next week.

But Qatar’s Prime Minister and Foreign Minister Sheikh Hamad bin Jassem Al-Thani scoffed at Moussa’s efforts as being too late. “This is a shame. The Palestinians will be beaten by then,” he told Al-Jazeera news network.

He also ruled out the closure of an Israeli trade office in Doha over the Gaza conflict, saying such a move needed joint Arab backing. “If Arab countries decide collectively to sever relations (with Israel), we will join the Arabs,” Sheikh Hamad said.

Le Maroc parmi les dix premiers pays dans le secteur de l'externalisation

L'externalisation est un phénomène relativement récent pour l'économie marocaine, mais elle stimule déjà le marché de l'emploi. Les experts s'attendent à en voir les bénéfices dans les dix ans qui viennent.

Le Maroc apparaît comme l'un des dix principaux pays dans le monde pour les services d'externalisation, bien qu'il ne soit entré sur ce marché que récemment. C'est ce qu'a indiqué le ministre du Commerce Extérieur Abdellatif Maazouz, dans un entretien publié récemment dans le magazine hebdomadaire francophone Jeune Afrique.

Il y a trois ans, a expliqué M. Maazouz, ce secteur n'était même pas pris en compte dans les calculs des recettes du pays.

"La demande des méga-investisseurs d'investir dans des secteurs lourds est un motif d'optimisme", a poursuivi le ministre, "et elle peut attirer d'autres investisseurs de renommée mondiale."

L'externalisation devrait également stimuler fortement le marché de l'emploi dans le pays.

Le Maroc a ouvert ses portes à l'externalisation en juillet 2006, comme l'une des composantes de l'initiative de développement baptisée "Plan Emergence". Elle est aujourd'hui considérée comme l'un des vecteurs les plus prometteurs de la croissance économique.

Selon le politologue Ibrahim Yahia, les sociétés multinationales sont attirées par la situation géographique et culturelle du Maroc, ainsi que par son dynamisme économique. La stabilité politique et le faible coût de la main d'oeuvre par rapport à l'Europe, a-t-il expliqué, font également partie des critères essentiels que considèrent les sociétés multinationales lorsqu'elles choisissent le Maroc comme destination de leurs activités d'offshoring.

Au cours des dix ans qui viennent, la demande en services externalisés devrait augmenter, a indiqué M. Yahia.

Deux sites spécifiques de Casablanca et de Rabat ont été équipées pour accueillir les services externalisés. Les premiers bureaux, situés à "Casanearshore", ont été livrés en décembre 2007. "Rabat Technopolis" a suivi peu de temps après, en juillet 2008.

Aujourd'hui, plus de trente-cinq entreprises ont signé des contrats de location-bail sur ces deux sites. Le ministère de l'Industrie et du Commerce a précisé sur son site web que le secteur de l'externalisation pourrait doper le PIB de près de 15 milliards de dirhams d'ici 2015, et permettre de créer quelque 100 000 emplois.

De nouveaux sites devraient être opérationnels à Tanger et Fez dans un avenir très proche.

"Ce secteur regorge en potentiel de développement du fait de la forte demande des pays européens en matière de fourniture de services durant les dix prochaines années", a déclaré Ahmed Akhchichine, le ministre de l'Education.

Mohamed Lasri, directeur général de Casanearshore, a expliqué que la demande d'externalisation pressante des clients européens désireux de renforcer leur présence au Maroc nécessitera une main d'oeuvre renforcée et une plus grande expertise.

Le système de l'enseignement supérieur au Maroc a en conséquence fait de ce domaine l'une de ses priorités. Aux termes d'un accord de partenariat conclu entre l'office de la formation professionnelle et de la promotion du travail, l'Agence Nationale pour la Promotion de l'Emploi et des Compétences (ANAPEC), et les universités, un programme national de formation à l'externalisation a été mis sur pied, qui propose douze filières différentes. L'objectif est de former 22 000 diplômés d'ici fin 2009.

Fatiha Houssni, technicienne au centre Nidaa, a expliqué qu'elle était resté deux ans sans emploi après avoir obtenu son diplôme. Elle travaille aujourd'hui dans l'offshoring.

L'externalisation "a réussi à résorber le chômage et à créer de nouveaux emplois", explique-t-elle, ajoutant que le salaire est plus élevé que dans les autres emplois du secteur public.

Adil Taqqi a expliqué que tout ce dont il avait eu besoin pour trouver un emploi dans l'offshoring était une bonne connaissance du français et de certaines stratégies de marketing qu'ils avait apprises lors de cours de formation proposés par la société avant son embauche. Il y a désormais un emploi et a souscrit au Fonds Nationale d'Assurance Sociale et de Prévoyance Santé.

"L'externalisation m'a aidé à débuter une nouvelle vie", a-t-il expliqué. "'J'ai réussi à terminer mes études et à obtenir un diplôme supérieur, grâce à mon nouveau travail."

La plupart d'entre eux ont exprimé leur solidarité avec les nombreuses victimes innocentes et déploré le nombre croissant de blessés et de morts. Morocco welcomes election of Béni Sidel native as Rotterdam mayor

The election of a man of Moroccan origin to the post of mayor of Rotterdam is seen as an opportunity to further understanding between the Netherlands.
The first Moroccan to become Mayor of Rotterdam was sworn in on Monday (January 5th). Ahmed Boutaleb is the first foreign-born mayor in the Netherlands. In the Moroccan media, Boutaleb is being presented as a good example of Moroccan expatriates' integration into their host countries, especially given the fact that he only immigrated to Holland when he was 14 years old.

Now 47, Ahmed Boutaleb is the son of a rural family from Béni Sidel. He has occupied several posts in the Netherlands. An economist and university lecturer, he has worked as a journalist and then director of the office of statistics.

He was a ministerial spokesman and municipal councillor in The Hague and Amsterdam before becoming Secretary of State for Social Affairs. He joined the ranks of the socialist party to be elected assistant mayor of Amsterdam at the age of 42, to handle social affairs. He speaks Arabic and has a Moroccan wife.

The news of Boutaleb's election was welcomed in Morocco. In a review of successful Moroccans overseas, Maroc Hebdo International stated, "A trustworthy representative of the 350,000 Moroccans in Holland, he is determined to contribute to a better integration of his peers and to the defence of multiculturalism, which is so characteristic of the Netherlands."

Morocco's Foreign Affairs Ministry stated its wish to see Moroccans completely integrated in Holland without any restriction. The ministry upheld Boutaleb’s current position as an example, as well as the posts occupied by other Moroccan figures, both in the Netherlands and other countries.

Ahmed Boutaleb's appointment will help Moroccans defend their right to dual nationality, with which Holland wants to dispense and which has been the subject of negotiations between the two governments.

"Ahmed Boutaleb is the example that proves that you can have dual nationality and still be completely devoted to the interests of your host country," Hamidou Boucheleh, a professor in international relations, told Magharebia.
He stressed that the new mayor of Rotterdam will, through his new appointment, help dispel the misunderstandings that have dogged the Muslim community in general and the Moroccan community in particular.

Boucheleh added that Boutaleb is well known to the Dutch media, as he was extensively quoted following the assassination of the film director Theo Van Gogh by a young Moroccan. "He was constantly calling for people to stop making generalisations and talking of Islam every time there is a problem," he said.

For the 350,000 Moroccans who live in the Netherlands, the faultless career path trodden by the new mayor is a reason to believe in the equality of opportunity promised by the Dutch state. Of all the Dutch communities, Rotterdam, with a population of 585,000, is the city with the highest proportion of immigrants.

Sociologist Amine Nadifi argued that a great number of young Moroccan expatriates feel marginalised and lack ambition. "I believe that Ahmed Boutaleb will have a part to play in changing the mindset of Moroccan expatriates. His work as mayor will be of enormous help in the process, as he will be working closely with them," he commented.

In Marrakesh, Sampling the Myriad Tastes of Morocco

THE cookbook author Paula Wolfert paced around a demonstration kitchen in Marrakesh's ritzy Es Saadi hotel, fielding questions from a group of American tourists on a subject dear to her heart: cooked granules of semolina, better known as couscous.

Some questions were historical: How old is couscous? (“Semolina in North Africa dates to the 12th century.”) Others were practical: Can you make couscous in a rice cooker? (Yes, but a clay vessel works better.) The group, which included restaurateurs and food writers, scribbled notes attentively.

“Moroccan cuisine is very hot in America these days,” said Ms. Wolfert, whose pioneering 1973 cookbook, “Couscous and Other Good Food From Morocco,” won last year's Cookbook Hall of Fame Award from the James Beard Foundation. “It's an exciting time to eat in Marrakesh.”

As the fascination with Moroccan cuisine has taken off — both in the United States and around the globe — epicures and chowhounds are flocking to the ancient ochre-hued city of Marrakesh. Foreign-led food tours are sprouting. Homegrown cooking classes are multiplying. And high-end restaurants run by European hotshots are opening alongside the city's nonpareil street food and old, home-style establishments.

The excitement begins in Djemaa el Fna, the teeming central square, which offers an immersion in the city's myriad eats. As the dusk call to prayer fades from the tall minaret of the 12th-century Koutoubia Mosque, hundreds of men and boys in soiled chefs' whites erect makeshift food stalls to feed Marrakesh's 1,001 appetites. They fire up grills and reach into steaming cauldrons to serve up bean soups, deep-fried sole, grilled eggplant strips, tripe stew, hard-boiled-egg sandwiches and skewered meats.

Each stand is numbered with a tall, handwritten sign, and putting together a meal in Djemaa el Fna is like cracking a safe: it's a matter of finding the right combination.

Start at No. 6, where Ahmed ladles bowls of escargot (10 dirhams, or $1.22 at 8.2 dirhams to the dollar), before advancing to No. 32, where Hassan and his team grill mounds of tiny beef sausages served with mild red tomato chutney (12 dirhams). The payoff is at No. 10, where Mustafa slices off tender strips of slow-cooked lamb that you eat with a dash of ground cumin and warm disk of bread (25 dirhams). Sweet mint tea balances the flavor of the savory meat.

But for the most refined take on traditional cooking, follow the ladies. Led by the chef Halima Chab and her all-female staff, the restaurant Al Fassia (55 Boulevard Zerktouni, Gueliz; 212-24-43-40-60; www.alfassia.com) specializes in the striking mixtures of meats and sweets that characterize the best Moroccan food.

Exhibit A: Pastilla. To most city dwellers, the pigeon is an ignoble nuisance, a rat of the sky, a menace to statues. But at Al Fassia, the lowly bird is cooked, diced and deployed in a perfectly flaky pastry along with finely chopped pistachios and almonds. Topped with a dusting of cinnamon and powdered sugar, the concoction becomes remarkably delicious. And followed with a tagine of chicken and caramelized pumpkin, the meal is a study in savory-sweet sublimity.

Cooking in Marrakesh is also getting increasingly haute, thanks to a growing number of top French chefs. In and around the teeming Rue Mouassine, in the old Medina, you can forage for conical tagine pots and bottles of rare argan oil, made from the pit of a fruit unique to the country. And then there are the spices.

“The cumin of southern Morocco is just fabulous,” said Ms. Wolfert, the cookbook author, as her class headed to dinner at Le Tobsil, famous for its couscous and tagine. “I brought two freezer bags to stock up. That's going to be my Christmas presents this year.”

Saudi crown prince in Morocco after U.S. tests

RIYADH, Jan 10 (Reuters) - Saudi Crown Prince Sultan bin Abdul-Aziz has arrived in Morocco after undergoing medical tests in the United States to which he will return, the Saudi state news agency SPA said late on Friday.

A royal court statement carried by the agency said the test results were reassuring. "His Highness will, God willing, return (to the United States) to continue treatment," it said, giving no more details.

Saudi media said on Nov. 23 the prince, thought to be 84, left for the United States for "some medical tests".

Saudi Arabia is an absolute monarchy with no elected parliament. It is the world's largest oil exporter and has long been an ally of the United States in the Middle East.

Islamists linked to al Qaeda launched a failed campaign of violence to destabilise the ruling family from 2003 to 2006.

King Abdullah, one year older than the Crown Prince, set up an "allegiance council" of sons and grandsons of the kingdom's founder to vote on future kings and their heirs.

Prince Sultan had an intestinal cyst removed in Saudi Arabia in 2005 and he visited the Swiss city of Geneva in April 2008 for what were described as routine medical tests.

SPA said the prince, also defence minister, was met in the Moroccan resort of Agadir, where Saudi royals often vacation, by his full-brother, Interior Minister Prince Nayef, and other princes. He was accompanied from the United States by his full-brother, Prince Salman, the governor of Riyadh.

تجمع مئات من المغاربة مساء السبت بقلب العاصمة الرباط ضمن عدة تظاهرات في مدن مغربية للتنديد بالعدوان على غزة والمجزرة التي راح ضحيتها أكثر من مائتي شهيد ومئات الجرحى.

واتهم المحتجون الحكومات العربية بالتواطؤ والسكوت على جرائم الاحتلال، بل إعطاء الضوء الأخضر لتنفيذ المجزرة باستقبال المسؤولين الإسرائيليين في عواصم عربية.

وشارك في الوقفة ممثلو هيئات سياسية وإسلامية وقومية، يتقدمهم منسق مجموعة العمل الوطنية لمساندة العراق وفلسطين خالد السفياني، والناطق الرسمي باسم جماعة العدل والإحسان فتح الله أرسلان ورئيس حركة التوحيد والإصلاح محمد الحمداوي ورئيس المجلس الوطني لحزب العدالة والتنمية سعد الدين العثماني والأمين العام لحزب التقدم والاشتراكية إسماعيل العلوي والبرلماني المقرئ الإدريسي أبو زيد.

وطالب المتدخلون برد مناسب على العدوان، وترجمت الجماهير الحاضرة المطلب بهتافات مدوية مثل "الانتقام.. الانتقام.. يا كتائب القسام".

وحث المتحدثون المغاربة على التظاهر للتنديد بالمجازر وسكوت الأنظمة العربية.

وقال رئيس حركة التوحيد والإصلاح محمد الحمداوي "لا تنتظروا الإذن من أحد", ودعا المقرئ الإدريسي أبو زيد إلى "إشعال" جميع مناطق المغرب بوقفات منضبطة بالقانون لمجابهة العدوان، وقال لهم "لا تتوقفوا حتى يتوقف".

وطالب الأحزاب والهيئات المغربية بتوجيه رسائل التنديد والاستنكار للحكومة المغربية ولمصر والأردن وتركيا والبيت الأبيض، وبتفعيل كل أشكال المقاومة الشعبية كجمع التبرعات ومقاطعة المنتجات "الإسرائيلية والأميركية".

اتهام الإعلام

وانتقد المتحدثون بشدة وسائل إعلام رسمية مغربية خاصة القناتين الأولى والثانية، لإعراضهما عن متابعة العدوان الإسرائيلي، وطالب الحمداوي بوقف نقل السهرات الساقطة وربط الاتصال بجبهة المقاومة في غزة.

وقال سعد الدين العثماني "الذين يستقبلون ليفني يطعنون المقاومة في ظهرها ويشاركون في المجازر"، وتحدث عما يشاع في المغرب عن احتمال استقبال ليفني وخاطب الحكومة المغربية "أوقفوا كل عمل تطبيعي.. توقفوا عن استقبال المجرمين الذين يقتلون الأبرياء بالقتل المباشر والقتل غير المباشر".

وذكر المقرئ أبو زيد عضو حملة ائتلاف الخير التي أُنشت لدعم القضية الفلسطينية بواحد من عشرات المواقف الفلسطينية المؤيدة للمغرب أيام الاستعمار، وذكر أن مدينة نابلس الفلسطينية التي تعرضت لعدوان الإنجليز والعصابات الصهيونية في 1922 وقطع عنها الكهرباء، أفتى مفتيها بوجوب جمع التبرعات للمجاهد المغربي التاريخي عبد الكريم الخطابي، وقال أبو زيد "الآن علينا أن نرد الجميل وننصر إخواننا المظلومين في فلسطين

ماكدونالدز " المغربية " تنفي تخصيص مداخيلها لدعم إسرائيل

نفت مصالح سلسلة مطاعم "ماكدونالدز" الأمريكية في المغرب أن تكون قد قررت "تخصيص مداخيل مطاعمها ليومي السبت والأحد" من أجل دعم إسرائيل التي تشن منذ أسبوعين عدوانا غاشما على غزة.

وقالت متحدثة باسم "ماكدونالدز" في تصريحات نشرتها يومية "الجريدة الأولى" المغربية: "إن هذه الأخبار غير صحيحة بالمرة وكل ما يتم الترويج له حول هذا الموضوع مجانب للصواب".

وكان العديد من المغاربة قد توصلوا طيلة يوم أمس برسائل هاتفية " إس .إم .إس" ورسائل إلكترونية تخبرهم أن مطاعم "ماكدونالدز" ستخصص مداخيلها ليومي السبت والأحد لإسرائيل".

وكانت أوساط حزبية وجمعيات ونقابات وهيئات حقوقية بالبلاد قد دعت المغاربة إلى مقاطعة جميع المنتجات الأمريكية والإسرائيلية تضامنا مع الفلسطينيين.

ويتوقع مهتمون أن تطلق "ماكدونالدز" حملة واسعة للدعاية للقضية الفلسطينية في المغرب، تشدد فيها على مساندتها لكفاح الشعب الفلسطيني وتنديدها بالمجازر التي ترتكبها إسرائيل، من أجل مواجهة الكساد الكبير الذي قد يلاحق محلاتها بسبب حملة المقاطعة التي تتبناها جمعيات وهيئات مغربية والذي من المنتظر أن يلقى تجاوبا شعبيا عارما .

وكانت "ماكدونالدز" قد نشرت قبل سنوات وفي أوج انتفاضة الأقصى إعلانا في كبريات الصحف المغربية يحمل عنوان "تكذيب رسمي" قالت فيه : إن المؤسسة لم تقدم أي تبرع لإسرائيل، وإن كل ما نشر بهذا الشأن إشاعة كاذبة لا أساس لها من الصحة.

وقال الإعلان، الذي جاء على شكل بيان: إن أصحاب" ماكدونالدز" مغاربة، وإنهم كسائر إخوانهم العرب يساندون الكفاح الفلسطيني، وينددون بالمجازر اليومية التي ترتكبها إسرائيل ضد الشعب الفلسطيني".

ولم تكتف " ماكدونالدز" بالمغرب بهذه الوسائل لإنقاذ خسائرها، بل بادرت بتعليق الأعلام الفلسطينية في مقراتها، وأخرجت عمالها للمشاركة في المظاهرات المساندة للشعب الفلسطيني بالرباط.. غير أن الإقبال ما زال ضعيفا على مطاعمها.

M. Belhaj réélu à l'unanimité président de la FRMB

Le président de la Fédération royale marocaine de boxe (FRMB), Abdeljaouad Belhaj a été réélu à l'unanimité à son poste pour un troisième mandat, lors de l'assemblée générale ordinaire de la Fédération tenue samedi à la salle Allal El Fassi à Rabat.

M. Belhaj avait été élu à la tête de la FRMB pour la première fois en 2002, avant d'être reconduit à son poste en 2005 pour un autre mandat de quatre ans.

Auparavant, M. Belhaj avait annoncé qu'il ne briguerait pas un troisième mandat avant de revenir sur sa décision lors de l'assemblée générale de samedi, cédant aux appels pressants des présidents des ligues régionales et des clubs qui l'exhortaient à rester à son poste, en mettant en avant les services qu'il a rendus au noble art marocain.

Lors de cette assemblée générale, qui s'est déroulée en présence des représentants du ministère de la Jeunesse et des Sports et du Comité national olympique marocain (CNOM), il a été procédé à l'adoption, après lecture et examen, des rapports moral et financier.

Le rapport moral, lu par le secrétaire général adjoint de la FRMB, a rappelé les plus importantes activités entreprises du 17 septembre 2005 au 30 septembre 2008.

Cette période a été marquée par l'organisation au Maroc des championnats du monde juniors, pour la première fois dans un pays arabe et africain et la participation aux Jeux Olympiques avec dix pugilistes, une première dans l'histoire de la boxe marocaine, ainsi que par l'organisation de deux éditions (2è et 3è) du Trophée international Mohammed VI de boxe et de la première édition de la Coupe du Trône et de la Coupe de la Fédération.

Le rapport a également évoqué les participations marocaines aux compétitions internationales tels les championnats du monde cadets à Istanbul (août 2008) et juniors à Agadir (septembre 2008), les championnats arabes seniors à Tunis et juniors au Caire et les championnats d'Afrique à Madagascar et du Monde seniors à Chicago (Etats-Unis).

Le point a été également mis sur l'intérêt accordé à la boxe féminine et à la formation des cadres, à travers l'organisation de stages pour la sélection nationale dames et sa participation aux championnats du monde à New Delhi en 2006 et au tournoi international de Tunis, ainsi que l'organisation de compétitions internationales de boxe féminine.

La création du Groupement national de boxe professionnelle et la représentation du Maroc au sein de plusieurs instances sportives internationales et continentales, figurent également parmi les faits marquants de cette période.

En outre, le rapport financier, qui concerne la même période (17 septembre 2005 - 30 septembre 2008), fait notamment ressortir un excédent de 4.115.759,52 dh.

A noter que trois prétendants à la présidence de la FRMB qui s'étaient présentés initialement, à savoir MM. Mohamed Kendali, Khalid Kandili et Ahmed Wissam, ont retiré leur candidature à la dernière minute.

Les participants ont procédé, au début des travaux de cette assemblée, à la lecture de Sourat Al-Fatiha pour le repos de l'âme des victimes des raids israéliens sur la bande de Gaza.

منظمة غير حكومية صحراوية تثير انتباه الأمين العام للأمم المتحدة الى الاستعباد الممارس بمخيمات تندوف

أثارت جمعية المنبر الصحراوي انتباه الأمين العام للأمم المتحدة السيد بان كي مون، بخصوص ترحيل أطفال صحراويين إلى كوبا واحتجاز السكان في مخيمات تندوف والاستعباد الذي مازال يمارس بهذه المخيمات,وأكدت الجمعية في رسالة وجهتها الى الأمين العام للأمم المتحدة، توصلت وكالة المغرب العربي للأنباء بنسخة منها اليوم السبت ، بأن تقارير الجمعيات غير الحكومية والشهادات المستقاة من

الناجين من "جحيم تندوف" تكشف عن ممارسة الاستعباد وترحيل للأطفال الصحراويين إلى كوبا واحتجاز الساكنة التي توجد في وضعية هشة ، مشيرة إلى أن هذه الممارسات "يرتكبها "البوليساريو" في حق سكان مخيمات تندوف بمباركة الجهاز الأمني الجزائري".

وذكرت الرسالة بأن المملكة المغربية كانت قد طلبت من المفوضية السامية للاجئين بإحصاء السكان المحتجزين في مخيمات تندوف وفق قواعد محددة ومعترف بها من قبل الجميع، مدينة "الرفض المنهجي لهذا الطلب من طرف الجزائر" التي يتعين عليها، حسب الجمعية، "الوفاء بهذا الالتزام اتجاه المجتمع الدولي بوصفها دولة طرف في معاهدة 1951".

وسجلت الرسالة أن هذا الإجراء "سيمكن بعد ذلك من تحديد حجم المساعدات الإنسانية التي تقدمها المفوضية السامية للاجئين والجهات المانحة والمنظمات غير الحكومية وتضع حدا لتحويل المساعدات من قبل قادة جبهة "البوليساريو" ".

وأكدت الجمعية الصحراوية أن المغرب ما فتىء يعمل بعزم من أجل حل نزاع الصحراء الناتج عن الحرب الباردة وذلك لما فيه مصلحة كل دول المغرب العربي وبما يضمن الاستقرار الإقليمي ، مذكرة في هذا السياق بمبادرة منح الحكم الذاتي للأقاليم الجنوبية تحت السيادة المغربية، كحل سياسي عادل.

وخلصت الرسالة الى أن هذا المقترح الشجاع الذي حظي بترحيب المجتمع الدولي والذي وصفه مجلس الأمن بحل جدي وذي مصداقية "سيمكن من وضع حد لمعاناة عشرات الآلاف من الأسر الصحراوية المحتجزة في تندوف من قبل "البوليساريو" والأجهزة الأمنية للجيش الجزائري".

مهرجانات ومسيرات غاضبة بالمغرب على المجازر الصهيونية

يتواصل بالكثير من مناطق المغرب المد الجماهيري الغاضب على المجازر الصهيونية والمناصرة للمقاومة الفلسطينية بقطاع غزة، وفيما يلي نجمل بعض المواعيد:
ـ بني ملال: دعت حركة التوحيد والإصلاح والعدل والإحسان وحزب العدالة والتنمية والاتحاد الوطني للشغل إلى مسيرة تضامنية لنصرة غزة المحاصرة المجاهدة غدا السبت 10 يناير على الساعة الثالثة بعد الزوال انطلاقا من حي الصفا أمام مقر حزب العدالة والتنمية.

ـ الدار البيضاء: تقيم منظمة تجديد الوعي النسائي مهرجانا تضامنيا مع الشعب الفلسطيني بعد غد الأحد 11 يناير ابتداء من الساعة الثالثة والنصف مساءا بقاعة الجماعة الحضرية للصخور السوداء.

ـ الرباط: تقيم الكتابة الإقليمية لحزب العدالة والتنمية بالرباط يوم الأحد مهرجانا تضامنيا مع قطاع غزة ابتداءا من الثالثة زوالا بقاعة المهدي بن بركة بحي المحيط.

ـ وجدة: تنظم هيئات مدنية جمعوية ونقابية مهرجانا تضامنيا في اليوم نفسه تحت شعار 'لتبقى غزة.. رمز العزة' اليوم نفسه في الساعة 9 صباحا بالقاعة المغطاة.وكانت الأيام الماضية قد عرفت مشاركة آلالاف المواطنين بقلعة السراغنة والدار البيضاء وبني ملال وأولاد فرج وتازة وجرادة في وقفات ومهرجانات نصرة لضحايا الحرب الهمجية الصهيونية وإكبارا للمقاومة البطولية لأهل غزة في وجه العدو، ففي قلعة السراغنة نظمت 12 جمعية سكنية وقفة احتجاجية بساحة 'آكرو' تضامنا مع الشعب الفلسطيني في غزة، ردّد خلالها المتظاهرون شعارات ورفعوا لافتات تطالب بدعم المقاومة في حماس ومقاطعة الكيان الصهيوني. وفي البيضاء وقف أعضاء هيأة المحامين برحاب المحكمة الابتدائية في وقفة احتجاجية تضامنية مع الشعب الفلسطيني بقطاع غزة، تحولت إلى مسيرة عفوية جابت الشوارع المحيطة بالمحكمة. وأشار المحامي الخضر الحمداني لـ'التجديد' على خلفية الوقفة التي حضرها عشرات المحامين ببذلهم السوداء، أن الوقفة تأتي للتعبير عن تضامن هئية المحامين مع الشعب الفلسطيني الأعزل، واحتجاجا علي الوضع المأسوي الدي يعيشه شعب غزة، أمام الصمت العربي والدولي، وصرح المحامي عبد الملك زعزاع أن هيئة المحامين بالبيضاء تستعد لرفع دعوى قضائية ضد قادة 'إسرائيل' المتورطين في هذه الجرائم.كما ردد زملائهم في عاصمة جهة تادلا أزيلال شعارات تفضح العدوان الهمجي للصهاينة وخرقهم للمواثيق الدولية من خلال استعمال أسلحة محظورة دولية (اسفنجية وفوسفورية حارقة للبشر)، وقال أحمد الحلماوي نقيب هيئة المحامين بالمدينة خلال وقفة تضامنية أمام محكمة الاستئناف أول أمس الأربعاء 'أنه لن يتردد في التوقيع مع زملائه المحامين في أي شكاية أو دعوى أو عريضة لرفع دعوى قضائية ضد إسرائيل'.وفي جرادة نظمت فروع كل من حـزب العـدالة والتـنمية، وحركة التـوحيد والإصـلاح والاتحاد الوطني للشغل بالمغرب وجمعية المنار للثـقـافة والتـنمية مهرجانا تضامنيا مع المقاومة الصامدة في غزة العزة، واستهل المهرجان بتلاوة آيات بينات من الذكر الحكيم، وتناوب على منصة الخطابة مسؤولون عن تلك الهيئاتا أوضحوا في كلماتهم أن حقيقة الصراع مع العدو الصهيوني هو صراع الحق مع الباطل المستكبر.وفي تازة نظم المجلس الجماعي لمدينة تازة بداية الأسبوع الجاري وقفة تضامنية مع الشعب الفلسطيني أمام مقر البلدية، حضرها جل المستشارين الجماعيين من أغلبية ومعارضة وموظفين وأعوان الجماعة والتحق بهم بطريقة تلقائية بعض المواطنين، وتخلل هذه الوقفة شعارات منددة بالهجمة الصهيونية وقام المتظاهرون بإحراق العلم الصهيوني ورفع العلم الفلسطيني.

كما خرجت ساكنة أولاد أفرج بتلقائية تلبية لنداء النصرة الذي رفعته اللجنة التنسيقية لمناهضة قضايا الأمة قبل أيام أمام الخزانة الجماعية، ردد خلالها المشاركون شعارات تندد بالكيان الصهيوني الغاصب، وفي كلمة الوقفة التضامنية شدد نائب الكاتب المحلي للجامعة الوطنية لموظفي التعليم عبد الرحيم مفكير على واجب النصرة والمؤازرة، وطلب من المشاركين دعم الفلسطينيين بإخلاص الدعاء لهم ومقاطعة المنتجات الأمريكية والإسرائيلية.كما توصلت 'التجديد' برسالة تضامن من مستشاري بلدية تارودانت مع بلديات قطاع غزة والشعب الفلسطيني، واستنكرت رابطة مدارس التعليم العتيق بولاية طنجة العدوان الصهيوني على شعب أعزل ومحاولات العدو طمس معالم الهوية الإسلامية والحضارية للشعب باستهداف المساجد والمدارس ودور القرآن...

Une deuxième cargaison de l'aide humanitaire marocaine aux Palestiniens franchit le passage de Rafah

-(De notre envoyé spécial à Rafah Noureddine Zouini)-Rafah, 11/01/09 - Une deuxième cargaison de l'aide humanitaire marocaine au peuple palestinien à Gaza a franchi le passage de Rafah dimanche, dans le cadre d'une opération lancée conformément aux Hautes instructions de SM le Roi Mohammed VI.

Cette aide a été remise au Croissant Rouge palestinien par des membres de l'ambassade du Maroc en Egypte, en présence de responsables de l'ambassade de Palestine au Caire.

La remise de cette aide, constituée de cinq tonnes de médicaments, de produits pharmaceutiques et de matériel médical, s'est déroulée en coordination avec le Croissant Rouge égyptien.

Dans une déclaration à la MAP à cette occasion, M. Khalid Attia, le chargé des points de passage du côté palestinien, a exprimé la gratitude du peuple palestinien à SM le Roi Mohammed VI pour cette initiative d'aide lancée au profit du peuple palestinien.

"SM le Roi est connu pour ce genre d'initiatives en faveur du peuple palestinien", a souligné M. Attia, qui a également exprimé ses remerciements et sa reconnaissance au peuple marocain.

Pour sa part, M. Mohammad Al-durra, représentant de la Présidence palestinienne au passage de Rafah, a exprimé la gratitude de l'ensemble des Palestiniens au Souverain qui a donné Ses instructions pour que 200 blessés palestiniens soient admis dans deux établissements hospitaliers spécialisés à Rabat.

"SM le Roi est connu pour Ses décisions fermes et audacieuses au service de la cause palestinienne", a-t-il dit.

Une première cargaison de l'aide humanitaire marocaine avait été remise à la partie palestinienne samedi. D'autres aides humanitaires marocaines, constituées de denrées alimentaires, de couvertures et de vêtements, seront acheminées ultérieurement vers le passage d'El Aouja en vue de sa remise aux Palestiniens.

اجتماعها الشهري يوم ( 02يناير 2009 ) تداولت الأمانة العامة للنقابة المستقلة للصحافيين المغاربة، نقطة واحدة في جدول أعمالها، وكانت خاصة بمناقشة الوضع الناجم عن الهجمة الهمجية التي استهدفت أهالينا في قطاع غزة، وللتعبير عن موقفها مما حدث، تعرب عن استنكارها لهذا الاعتداء الغاشم، وتندد في نفس الوقت بالصمت العربي والإسلامي اتجاه هذه المذبحة البربرية الصهيونية، وإذ تعلن عن تضامنها اللامشروط مع الشعب الفلسطيني الشقيق في محنته الجديدة، تؤكد دعمها لنضاله ومقاومته المشروعة

2009 يكشر في وجه المغاربة منذ اليوم الأول بعد الزيادة في أسعار المواد الغذائية

ينظر المغاربة إلى السنة الجديدة بتوجس بعد أن استقبلوا في أول أيامها زيادة جديدة في الأسعار، وارتفع سعر الحليب ومشتقاته، وهو أحد أكثر المواد الغذائية استهلاكا، بالإضافة إلى ارتفاع سعر جزء من المحروقات.

وبدا العام الجديد وكأنه يكشر في وجه المغاربة منذ أول وهلة، حيث ارتفعت الأسعار في البلاد خلال السنتين الأخيرتين بشكل مدهش، واقتربت أسعار الكثير من المواد الغذائية من الأسعار المعمول بها في بلدان أوروبية، على الرغم من الفارق الكبير في مستوى العيش والحدود الدنيا للأجور بين المغرب وبلدان أوروبا. وكان الكثير من المغاربة يتوقعون أن يطل عليهم عام 2009 بابتسامة وديعة، خصوصا مع الانخفاض الكبير في سعر البترول، والذي كان عرف من قبل ارتفاعا صاروخيا، وأثر على عدد من أسعار المواد الاستهلاكية في المغرب.

وجاءت الزيادة الأخيرة في أسعار الحيلب لتوقظ من جديد مخاوف الناس، وخصوصاً الطبقات الفقيرة، من الارتفاع المتواصل في الأسعار، والتي أثارت سخط شريحة واسعة من الأسر المغربية. وعادة ما تؤدي الزيادة في سعر الحيلب إلى زيادة آلية في عدد من المواد الغذائية التي تعتبر من مشتقات الحليب. وارتفع سعر اللتر الواحد من الحليب بحوالي ربع درهم، لكن ذلك الربع، على الرغم من عدم قيمته الظاهرة، سيجر وراءه زيادة أكيدة في مواد أخرى. مخاوف الناس من الزيادات الجديدة في الأسعار تأتي في وقت يتزايد فيه القلق أيضا من عواقب وصول رياح الأزمة المالية العالمية إلى المغرب، وهي رياح يبدو أنها بدأت تؤثر في عدد من المؤسسات التي تسرح عمالها جزئيا أو تبحث عن أسواق جديدة. وعلى الرغم من التطمينات الرسمية التي تلقاها الناس، خصوصا من جانب وزير المالية صلاح الدين مزوار، من كون الأزمة المالية ستكون تأثيراتها ضعيفة، إلا أن تصديق مثل هذا الكلام الرسمي يبدو أنه يتطلب بعض الجهد. وخلال الأشهر الماضية، بدأ عدد من مصانع النسيج في البلاد يقلص إنتاجها، وبالتالي اضطرت إلى تسريح بعض عمالها، في وقت يرتقب فيه أن يتضرر قطاع السياحة إلى فعل نقص مرتقب في عدد السياح الأجانب الذين سيزورون المغرب الصيف المقبل.

قطاع السيارات في المغرب بدوره تضرر من هذه الأزمة العالمية، وهو ما أدى إلى نشوء مخاوف من إمكانية تأجيل أو إلغاء إنشاء أكبر مصنع للسيارات في شمال أفريقيا، وهو مشروع رونو نيسان، الذي يرتقب أن يبدأ الإنتاج في منطقة ميناء طنجة المتوسطي العام المقبل في حال لم تختنق صناعة السيارات بمزيد من غبار الأزمة. ويبدو المغرب مطمئناً، رغم ذلك، إلى أن نسبة الأزمة التي ستطال دواليبه الاقتصادية لن تكون بنفس الحدة مقارنة مع بلدان أخرى.

ويقول المندوب السامي للتخطيط في المغرب، أحمد الحليمي علمي، إن تأثير الأزمة المالية العالمية سيبقى محدودا نسبيا في المغرب، وأن معدلات التضخم لن تتجاوز 4 في المائة، في الوقت الذي وصلت فيه إلى أضعاف ذلك في بلدان عربية أخرى. غير أن الحليمي أشار إلى إمكانية ارتفاع آخر للأسعار خلال الشهور المقبلة، وعزا ذلك إلى الأزمة الاقتصادية العالمية وارتفاع واردات المغرب من المواد الغذائية عام 2007، والتي وصلت إلى أزيد من 70 في المائة مقارنة مع سنة 2006. ويبدو انشغال المغاربة بارتفاع أسعار المواد الغذائية منطقيا إلى حد كبير، حيث أن أزيد من 40 في المائة من مداخيل هذه الأسر يتم صرفها في استهلاك الغذاء.

وفي الوقت الذي تبدو فيه الحكومة المغربية مطمئنة إلى حد ما من عدم وصول الانعكاسات القوية للأزمة العالمية للبلاد، تترقب الأسر العادية مما سيأتي من مفاجآت ويدها على جيوبها، في وقت لن يتم فيه إقرار أية زيادة في الأجور، وهذا بيت القصيد في كل هذه المخاوف

ولي العهد السعودي يقضي فترة نقاهته في مدينته المفضلة " أكادير "

قالت مصادر إعلامية مغربية وسعودية أن الأمير سلطان بن عبد العزيز ولي عهد السعودية ووزير دفاعها وصل إلى المغرب مساء أمس الجمعة قادما من الولايات المتحدة حيث قضى شهرا لإجراء فحوصات طبية.

وذكرت ذات المصادر أن الأمير نايف بن عبد العزيز وزير الداخلية وشقيق الأمير سلطان وأمراء آخرون كانوا في استقباله ، علاوة على مسؤولين مغاربة يتقدمهم عبد الواحد الراضي وزير العدل (الصورة)، بينما لم يتسن المدة التي سيقضيها ولي العهد السعودي في المغرب.

وقد رافق الأمير سلمان بن عبد العزيز أمير منطقة الرياض الأمير سلطان في رحلته من الولايات المتحدة.

وقالت وسائل الإعلام السعودية في 23 نونبر أن الأمير سلطان الذي يعتقد أن عمره 84 عاما توجه إلى الولايات المتحدة لإجراء"بعض الفحوصات الطبية". ولم يتسن معرفة تفصيلات أخرى.

ووصل الأمير سلطان إلى مدينته المغربية المفضلة أكادير والتي يحرص على زيارتها أكثر من مرة في العام ، كما أن كثيرا ما يقضي فيها أفراد العائلة المالكة السعودية عطلهم

وأجريت للأمير سلطان جراحة في السعودية عام 2005 لإزالة كيس معوي وزار مدينة جنيف السويسرية في ابريل 2008 لإجراء ما وصف بأنها فحوصات طبية روتينية

Morocco set to promote exports in eighteen markets

(MAP)- Morocco is set to step up its exports by devising an export development strategy destined for 18 international markets.

The Moroccan Center for Promoting Exports (CMPE) has approved an ambitious action plan for year 2009 which provides for sixty promotional activities directed towards 18 markets in partnership with professional federations and associations.

The action plan, adopted during a CMPE board of directors meeting held Thursday, includes communication campaigns targeting, mainly fresh products in France, Germany and Russia, and textiles in the United States.

The plan comprises also canvassing to identify opportunities and profitable markets in selected countries, notably Japan and the United Arab Emirates (UAE).

The business to business transactions (B to B) involve mainly the sectors of textiles, leather, car equipments and mechanical industry.

The new concept "Morocco Trade" will be materialized through a series of meetings held in Morocco with the participation of purchasers and distributors from Spain and the US to explore new partnership possibilities in different sectors.

المغرب يقيم جسرا جويا لإغاثة غزة

حطت في وقت مبكر من صباح أمس السبت بمطار مدينة العريش المصرية بشبه جزيرة سيناء ، طائرة عسكرية مغربية خامسة تحمل كميات من المساعدات الإنسانية الموجهة إلى السكان الفلسطينيين في قطاع غزة تنفيذا لتعليمات الملك محمد السادس.

وتم في وقت لاحق من يوم أمس نقل هذه المساعدات برا إلى معبر ( رفح ) البري على الحدود المصرية مع قطاع غزة ، ومعبر ( العوجة ) في وسط سيناء ، حيث سيتم تسليمها إلى الجانب الفلسطيني .

وكانت خمس طائرات عسكرية مغربية قد أقلعت أمس من القاعدة العسكرية الثانية بمكناس والقاعدة الجوية الثالثة بالقنيطرة ، محملة بحوالي 100 طن من المواد الغذائية الأساسية والمستلزمات الطبية والمواد الصيدلية والاغطية ، وصلت أربعة منها أول أمس الجمعة إلى مطار مدينة العريش.

وحرصت القوات المسلحة الملكية المغربية على تعبئة خمس طائرات من طراز " سي 130" في إطار الجسر الجوي الذي اقيم لنقل مساعدة المغرب لسكان غزة .

وأوصلت هذه الطائرات الضخمة ذات المحركات الأربعة ما مجموعه 63 طنا من المساعدات التي تتكون من 15 طنا من الأدوية ، تم تجميعها من قبل وزارة الصحة ووزارة الشؤون الخارجية والتعاون ،كما نقلت مساعدة مؤسسة محمد الخامس للتضامن ، والمتمثلة في 20 طنا من الدقيق و8 أطنان من السكر و8 أطنان من الزيوت و6 أطنان من الحليب و5ر4 طنا من الأجبان وطنا ونصف من الشاي ، بالإضافة إلى 3000 وحدة من الأغطية.

وستواصل الطائرات نقل المساعدات المغربية تباعا ، إلى غاية الانتهاء من إيصال هذه المساعدات التي ما زالت تتدفق على المطارين العسكريين بالقنيطرة ومكناس .

وكان الملك محمد السادس قد أعطى توجيهاته إلى وزارة الشؤون الخارجية والتعاون ووزارة الصحة ومؤسسة محمد الخامس للتضامن والقوات المسلحة الملكية والدرك الملكي ، لاتخاذ كل الإجراءات اللازمة، لتنفيذ هذه العملية من خلال تنظيم رحلات متتالية ، ابتداء من أول أمس الجمعة.

Fire breaks out at factory warehouse: three dead, several injured

Fez, 11 Jan. (MAP) - Three people were killed and several others were injured when fire broke out, here Saturday night, in a warehouse of a factory that specializes in manufacturing ceramics.

According to a press release of the Wilaya of Fez, the fire had triggered the explosion of a propane gas tank, which caused the collapse of a slab.

A Civil Protection commander was among the dead.

An inquiry was opened to determine the causes of the blaze.

Following the incident, king Mohammed VI decided to pay, from his personal funds, for the hospitalization costs of the injured and the burial expenses of the victims.

First group of injured Palestinians arrives in Rabat

(MAP)- The first group of injured Palestinians transferred to Morocco to receive medicare arrived Friday in Rabat aboard a military aircraft and were immediately admitted to Mohammed V Military hospital.
The airplane carrying the wounded Palestinians, who are accompanied by their relatives, took off Thursday evening from the Egyptian airport Al Arish. A team of Moroccan specialized physicians and nurses were onboard the plane to take care of the victims of the Israeli military offensive against the Gaza Strip.

Upon instructions of King Mohammed VI, the Moroccan government voiced readiness to receive 200 injured Palestinians to get medical treatment in two specialized hospitals in Rabat, namely the Mohammed V Military hospital and the Avicennes University Hospital Center (CHU).

Rabat, 11 Jan. 2009 (MAP) - Abbas El Fassi was elected, here Saturday evening, as Secretary General of the Istiqlal (Independence) Party (PI) for a third term during the 15th National Congress of the party.
The election of El Fassi took place when the congress adopted a statute stating that the secretary general of the party may, "in exceptional circumstances", seek a third term as party leader if he is the head of the Executive branch of the government.

The Statute of the party stipulates that the Secretary-General's mandate shall be renewable for a single term only.

Construction works of third phase of Tangier free trade zone launched

Jan. 9 (MAP)- Construction works of the third phase of the Tangier Free Trade Zone (TFZ) were launched Friday by king Mohammed VI.
The project, worth MAD 430mln ($ 52.6mln), includes the development of an 80-ha area for car accessories manufacturing units, the construction of turnkey industrial plants, and the building of vocational training institutes.

The project is aimed to reinforce the real-estate offer in the free trade zone, which was launched ten years ago, and provide it with modern equipment.
Today, the TFZ counts some 400 businesses that generate 40,000 jobs and private investments estimated at MAD 5bln ($601.1 mln).

The free zone and the recently launched large-scale Tanger-Med port are due to drain a lot of foreign investments, create jobs and boost economy in the region and nationwide.

The second phase of the free zone launched in July 2006 was meant to create specialized industrial zones in trade, technology, car industry, aeronautics..., to hoist the added value of the TFZ.

The Tanger-Med port is the largest port in the southern bank of the Mediterranean. Morocco hopes this big project will promote its opening on Europe and the world, and serve as a commercial transit hub between Europe and Africa.

The construction of a motorway grid linking the cities of Tangier and Agadir, southern Morocco, is in progress.

The TFZ is situated at about 15 km from Europe. The industrial activities in the zone include food industry, textiles, metallurgic, mechanic, electrical, electronic, chemical, and para-chemical industries.

The TFZ has up to now received several international groups such as Yazaki, Volkswagen, COFICAB and Polydesign.

متابعة 4 خليجيين و5 مغربيات بتهمة الدعارة في مراكش

من المتوقع أن تنظر الغرفة الجنحية بالمحكمة الابتدائية بمراكش، اليوم الثلاثاء، في قضية أربعة خليجيين، ضبطوا متلبسين، رفقة خمس فتيات مغربيات، بممارسات جنسية غير شرعية..

في ثلاث شقق مفروشة بحدائق النخيل، بعد مداهمتها من طرف رجال الأمن بالمصلحة الولائية للشرطة القضائية بمراكش.

ويتابع المتهمون (م.ش)، و(ب.م)، و(ص.ق)، و(ع.ق)، في حالة سراح، بعد أدائهم كفالة مالية، حددت في 10 آلاف درهم لكل واحد منهم. وهم متهمون بـ"السكر العلني، والتحريض على الدعارة"، في الوقت الذي تتابع المتهمات المغربيات هند (و)، وأمال (و)، وسناء(ب)، وحبيبة (ش)، والقاصر إلهام (ه) في حالة اعتقال، طبقا لملتمسات وكيل الملك، بتهمة "الفساد، والعلاقة الجنسية غير الشرعية".

وجاء إيقاف المتهمين، حسب مصادر أمنية، بناء على شكاية تقدم بها الوكيل القضائي لاتحاد الملاكين المشتركين بحدائق النخيل، إلى وكيل الملك بالمحكمة الابتدائية بمراكش، في مواجهة وكالة عقارية، بعد اتهامها "بالعمل على نشر الدعارة، والوساطة فيها، والمس بالأخلاق العامة وسط السكان، من خلال كراء الشقق والفيلات المفروشة، وتسخيرها لممارسة كل أنواع الدعارة".

وبعد تحريات عناصر الفرقة الرابعة للأبحاث بالمصلحة الولائية للشرطة القضائية بإقامة حدائق النخيل، وبناء على تعليمات وكيل الملك، جرى إيقاف خليجيين وثلاث مغربيات بإحدى الشقق، وحجز قنينتين من الخمر، من نوع "ويسكي تشيفاز"، وعوازل طبية. كما اعتقل خليجي آخر رفقة فتاة قاصر، متلبسين بتبادل القبل والمداعبات، ويستعدان لممارسة الجنس بشقة أخرى.

ومواصلة لأبحاثها وتحرياتها لتعقب تصرفات بعض أصحاب الشقق المشبوهة من خلال توافد عدد من الرجال وبائعات الهوى، تمكنت عناصر الشرطة من إيقاف خليجي آخر رفقة فتاة أخرى، كانت مختبئة داخل دولاب حمام شقة أخرى بالإقامة نفسها، مرتدية ملابس داخلية شفافة.

وقبل إحالة المتهمين على أنظار النيابة العامة، سحبت جوازات سفر الأجانب الخليجين، وأغلقت الحدود في وجههم بناء على تعليمات وكيل الملك، وجرى الاستماع إليهم رفقة الفتيات المغربيات في محاضر قانونية بمخفر الشرطة، في حين، وضعت الفتاة القاصر، إلهام (ه)، تحت المراقبة القضائية

رشيد داتي تضع " زهرة " والفاعل مجهول

قالت وسائل إعلام فرنسية أن وزيرة العدل الفرنسية من أصل مغربي رشيدة داتي وضعت مولودة أنثى يوم الجمعة الماضي قبل 15 يوما من التاريخ المقرر لولادتها ،بينما لا يزال اسم والد الطفلة مجهولا.

واختارت داتي اسم " زهة " لمولودتها الأنثى وعللت اختيار هذا الاسم تكريما لأمها فاطمة الزهراء، التي توفيت منذ سنوات.

ولم تكشف داتي (43 عاما) عن اسم والد الطفلة وهو ما أوقد شرارة تكهنات كثيرة في الصحافة المحلية.

وكانت أبلغت الصحفيين العام الماضي عندما سُئلت عن الأب "حياتي الخاصة مُعقدة وأنا أُبقيها خارج متناول الصحافة. لن أقول أي شيء عن الأمر."

واكتفت داتي في أيامها الأخيرة من الحمل بتقليص مواعيدها، وقد أوضحت لجريدة "لوفيغارو" الفرنسية أنها تحتفظ في ذاكرتها بنساء لم يتوقفن عن العمل إلا يوم الوضع "لقد أصيبت في يوم من الأيام أمي بمغص في بطنها، وأقنعتها بزيارة الطبيب، فاكتشفت أنها حامل في شهرها الخامس، حتى أمي لم تكن تعلم".

وقالت الجريدة الفرنسية إن داتي لم تحصل سوى على أسبوع راحة "عطلة ولادة". وقد أعلنت داتي أن "السياسة أهم شيء في حياتها" ولم تنف أن تلتحق بإحدى المؤسسات الصناعية الكبرى، خاصة أنها تلقت عرضا من "طوطال" الفرنسية.

وكان أبوها الحاج مبارك قد انتقل قبل أسابيع من ولادتها إلى العاصمة الفرنسية لحضور هذا الحدث السعيد. ويقيم والدها بحي شعبي يدعى سباتة بمدينة الدار البيضاء. وقد عاد إليه بعد أن حصل على تقاعده من فرنسا.

وكانت داتي محل إشادة كرمز لانفتاح الرئيس الفرنسي نيكولا ساركوزي على النساء والأقليات العرقية،لكنها أثارت عداء كثيرين في الوسط القانوني الذين يقولون ان أسلوبها مُستفز جدا وان سياساتها ارتجالية.

ويقول منتقدوها أيضا ان ظهورها المُتكرر على صفحات المجلات يعطي انطباعا بأنها أكثر اهتماما بأن تصبح شخصية شهيرة من أداء وظيفتها.

وتتوقع الصحافة الفرنسية حصول داتي على دور جديد في تعديل وزاري مُحتمل.

Rabat, 06/01/09- Le Premier ministre, M. Abbas El Fassi, présidera, jeudi à Rabat, un conseil de gouvernement qui sera marqué par un exposé sur les conditions du déroulement du pèlerinage de l'année 1429 de l'hégire et par l'examen de plusieurs projets de décret et d'accords internationaux.

Au début de cette réunion (10h30), le conseil suivra un exposé du ministre de l’Habitat, de l’Urbanisme et de l’aménagement de l’espace sur l’accomplissement du rite du pèlerinage au titre de l’année 1429 de l’Hégire.

Par la suite, le conseil procédera à l’examen de cinq projets de décret. Le premier est relatif à la cessation du recouvrement du droit d’importation appliqué aux semences de pomme de terre, le deuxième porte application de la loi relative aux mesures spéciales concernant les résidences immobilières touristiques. Ce projet modifie et complète aussi la loi portant statut des établissements touristiques.

Le troisième projet de décret modifie et complète le décret portant application de la loi relative au statut des établissements touristiques, le quatrième concerne l’octroi d’aides financières pour le soutien de la chanson marocaine alors que le cinquième projet de décret définit les prérogatives et l’organisation de la Délégation Générale de l’administration Pénitentiaire et de la Réinsertion.

Le conseil se penchera, d’autre part, sur l’examen de neuf accords internationaux. Il s’agit de trois accords entre le gouvernement du Royaume du Maroc et le gouvernement du Cap Vert dans les domaines commercial, de la pêche maritime et de la marine marchande, de trois accords entre le gouvernement du Royaume du Maroc et le gouvernement de la République de Gambie en matière du tourisme, de l’encouragement et de la protection des investissements respectifs, et de la santé publique.

Le conseil examinera également un accord de coopération entre les gouvernements du Royaume du Maroc et de la République du Congo-Brazzaville dans le domaine de la pêche maritime, un protocole portant amendement de l’accord sur l’organisation du transport aérien entre les gouvernements du Royaume du Maroc et du Sultanat d’Oman et un accord entre le Royaume du Maroc et la République de Slovaquie sur l’encouragement et la protection des investissements.

Plus de 9.000 ouvrières agricoles marocaines travailleront pour la première fois à Huelva en 2009

Madrid, 06/01/09 - Un total de 9.O97 ouvrières marocaines travailleront pour la première fois en 2009 dans des exploitations agricoles de la région de Huelva (Sud de l'Espagne), dans le cadre du projet AENEAS-Cartaya, "Programme de gestion éthique de l'immigration saisonnière" mis en place entre le Maroc et cette province espagnole en 2004.

L'Agence nationale de promotion de l'emploi et des compétences (ANAPEC) a procédé, à ce propos, à la présélection de 10.920 travailleuses dans les villes de Mohammedia, Fès, Agadir et Marrakech, précise mardi un communiqué d'AENEAS, programme d'assistance financière et technique aux pays tiers dans les secteurs de l'immigration et de l'asile, créé par l'Union Européenne.

Ces 9.079 travailleuses viendront s'ajouter ainsi aux 6.695 qui ont été réembauchées pour la deuxième année consécutive, ce qui portera à plus de 15.700 le nombre d'ouvrières agricoles marocaines qui travailleront dans cette région espagnole en 2009, souligne la même source.

Des représentants des organisations patronales espagnoles de la région et des experts du projet AENEAS-Cartaya se déplaceront durant le mois de janvier courant au Maroc pour participer à la préparation du déplacement des travailleuses sélectionnées en Espagne, prévu à partir du 10 février prochain.

AENEAS-Cartaya, qui porte le nom d'une petite municipalité de la province de Huelva, est un programme d'assistance financière et technique aux pays tiers dans les secteurs de l'immigration et de l'asile, mis en place par l'Union Européenne.

Il s'agit d'un programme pluriannuel qui matérialise l'assistance de l'UE aux pays tiers afin de soutenir leurs efforts relatifs à une meilleure gestion des flux migratoires.

Cette session, qui coïncide avec la journée nationale de lutte contre la corruption, est consacrée à la mise en place des cadres référentiels de l’ICPC, l’approbation des projets de l’ordre du jour et du règlement intérieur, la nomination des membres du comité exécutif de l’Instance et l’élaboration de son plan d’action.

Au début de la réunion, les membres de l’Assemblée générale de l’ICPC ont lu la Fatiha pour le repos des âmes des martyrs victimes de l’agression israélienne barbare qui vise la Bande de Gaza.

Cette première session a été présidée par le président de l’ICPC, M. Abdesselam Aboudrar, en présence du Wali Al-Madhalim et des membres de l’Instance et de son secrétaire général.

L’ICPC a pour missions de coordonner, de superviser et d’assurer le suivi et la mise en oeuvre des politiques de prévention de la corruption. Elle est également chargée de recueillir et de diffuser les informations dans ce domaine et de proposer au gouvernement les grandes orientations d’une politique de prévention de la corruption, notamment en matière de coopération entre le secteur public et le secteur privé pour lutter contre ce phénomène.

Cette structure est chargée également de donner aux autorités administratives des avis sur les mesures susceptibles d’être prises pour prévenir des faits de corruption, collecter toutes les informations en relation avec ce phénomène et gérer la base de données y afférentes, ainsi que d’informer l’autorité judiciaire compétente de tous les faits portés à sa connaissance.
